Yes you can. NYS and CT have a reciproctiy agreement. This is what I had to do because my birthday is in September and I wanted my EMT before I started college so I had to take it in CT where I could get certified at 17 (16 is the minimum age), and then reciprocitied it over as soon as I turned 18. Took a couple of weeks to get the card, but I think it can take up to 6 or 8 weeks.

The reciporcotiy paperwork is a little bit annoying, but it just take a bit of time to fill out. This link should be helpful and if you have any questions just call them, I found them to be very helpful.
