A question for those familiar with the system, how could two people with the same grade on the exam be ranked differently?

One reason that 2 people with the same grade could have different ranks is when the application was recieved and processed by the county. When there are 2 or more people with the same grade, the higher ranking will go to the person that got there app in and processed first. While this may not seem right, there feeling is that if you were interested in the job, you should get your app in as soon as possiable.
