Description Of Incident: Handicapped van, occupied by driver and (7) handicapped persons, went off road and into the Mill river secondary to MVA. Stamford Police Officers removed (7) handicapped from partially submerged van on arrival. FD removed the driver. All injuries non-life threatening.
