Westchester County PD Reception Problems?

Anyone else experiencing this buzzing/static type noise on Westchester PD 155.31?

On the hand held scanner in my car its sounds like the transmission is garbled or almost like digital. Thats in the southern part of the County. But, in the Yorktown area where I live it is not so bad on the base at home, just a little buzzing noise. Any ideas?
