Location: East River and Hudson River X Dyckman Marina

Description: USCG detained (1) suspicious male in the East River approx. 1900hrs who was turned over to NYPD, unknown circumstances. A second male, "middle eastern looking," was observed on a raft on the Hudson between the George Washington Bridge and Dyckamn Marina. Level 1 Mobilization called at 2010hrs by 34th PCT Supervisor. Male placed in custody at marina by NYPD units. Further information to follow.
