Description: Reported as smoke coming from basement pump room of occupied high rise residence. Initial response was short due to units being tied up in a training class. Units cleared up from class to take in the box. Units on scene declared working fire. 2nd Alarm declared per policy for all working fires in high rise buildings. IC (U4) declared recall at 11:20 holding the 1st alarm & RIT but releasing 2nd alarm units.
