Governor Cuomo Announces $10 Million Grant to Support Emergency Services Dispatching

Governor Andrew M. Cuomo today announced that a total of $10 million in grants have been awarded to localities across the State to support emergency response operations. Administered by the State Division of Homeland Security and Emergency Services, these grants to 57 counties and the City of New York support municipalities that operate 9-1-1 response and emergency service dispatch operations.

The program promotes best practices and efficiencies like consolidating operations and sharing services across jurisdictions, as well as multi-jurisdictional PSAPs capable of dispatching services for both local and state first responders. Through the benefit of these sustaining resources, counties can also make greater investments in Next Generation 9-1-1 (or NG-911) technology, which will enable text messaging, data services and improved geo-location for emergency response.

Why would grant money be needed to make investments in NG-911 or any cost for 911 for that matter. If I am correct don't we pay a surcharge on all cell and land lines (up to a certain point) every month for the operation and improvements for 911? I believe that this is quite a large sum of money for NYS.
