Does anybody have an idea about what's going on with the MTA Police exam...I keep seeing it and hearing it mentioned but can't find anything on their official site.

Is there any preference given to MTA employees? I always thought that those inside got first crack at change in craft.

I don't think anyone really knows the answer. I've seen conductor classes with one internal student, and others have had 6. Regardless, everyone has to go though the same hiring process.
