Time: 1640hrs

Location: East River X 42nd St.

Units: Numerous NYPD, FDNY and Coast Guard

Description: Corporate helicopter down with (7) on board.

1640hrs- Private vessel "Half Moon" reporting over Coast Guard Emergency Ch. 16 of a helicopter down in the East River off the F.D.R. Coast Guard contacting NYPD Harbor and Aviation. Vessel is attempting to aid victims.

1644hrs- NYPD PCT unit confirming job from FDR at 42nd St.

1645hrs- NYPD Harbor unit on scene deploying a resuce swimmer.

1647hrs- NYPD Aviation 14 on scene reporting helo down with (3) victims holding on and (1) unconcious with an NYPD diver.

1653hrs- NYPD Harbor Launch 32 with (1) victim going to 34th St. and req, EMS with a rush.

1655hrs- Vessel "Half Moon" has rescued (3) victims from the water and is heading into 23rd St boat basin. Victims are concious and alert. ESU Truck 1 has witnesses reporting people in the water off the Con Ed pier.

1658hrs- PCT units reporting they, along with civilians, are removing (3) from the water off Con Ed. Units at Heliport have employees stating that the copter was occupied by (7) on take off. NYPD Level 1 Mobilization at 34th St. X River.

1659hrs- NYPD reports Harbor Launch Divers in the water. Req. Aviation to Heliport to pick up (2) ESU divers. U.S. Coast Guard units have East River closed from north end of Roosevelt Island to 14th St.

1710hrs- EMS supervisor reporting all (8) persons are accounted for. (1) victim was a witness who jumped into the water to help victims. USCG Cutter Penobscott Bay on scene.

1715hrs- NYPD divers will be conducting search for helicopter body. NYPD reporting (4) victims at 42nd St., (3) at 34th St. and (1) at 23rd St.

1725hrs- NYPD Harbor has lifted the tail section of the aircraft after it was located by divers. U.S. Coast Guard has a part of a rotor blade.
