Can anyone explain why it took so long to extricate the driver?

What challanges did the responders have with this extrication?

It is rare to take so long, so I would suspect something complicated this incident.

HELP trucks only operate from 0600-1000 and 1500-1900 so they weren't out there when this happened.

Just out of curiousity, were the HELP trucks there or NYS*DOT? They should be helping with traffic control, like they do in other major situations.
