Yet ConEd a commercial enterprise is permitted to register its vans and small vehicles as passenger vehicles and can use the parkways. Go figure!

It is the vehicle and its operation that results in the registration type not the entity registering it.

Utility service vehicles (bucket trucks, cranes, etc.) will require a commercial registration. Passneger vans and cars will receive a passenger registration. It doesn't matter that it is Con Ed who owns it or Ed Con (an individual).

Conversely every now and then you'll see passenger cars and SUV's with commercial plates. To do that legally, minor modifications have to be made to the vehicle.
