10 Westchester fire districts may exceed state's 2 percent tax cap

Ten of 24 Westchester County fire districts that reported their budget intentions to the state comptroller indicated they may exceed the 2 percent annual cap on the property-tax levy, but not all of them will do so.

Meanwhile, none of the fire districts in Putnam and Rockland counties that reported to Comptroller Thomas DiNapoli by Nov. 29 said they intended to override the cap. Not all fire district data had been reported to the Comptroller’s Office as of that date, DiNapoli spokesman Brian Butry said.

Time for the C word to come out??? This is not a surprise to us that duplication is rampant in Westchester, but hopefully some reporting(if you can call it that) may bring this to the public.

Can you explain this?

I am the 1st to point out the problem of duplication in Westchester and the lake of reporting to the public (and even ourselves). But the gov. was advised that the tax cap would not work and would just create massive problems for all local governments, but all he wants is to mae it look like he is fixing everything so that in 2016 he can be the next president.

All the lawyers at the Association of Fire Districts of NYS conference last year told commissioners to make a motion to POSSIBLY exceed the 2% tax cap due to math issues with the Comptrollers Office numbers. That way you are covered if your increase comes out to 2.001% due to the numbers the Comptrollers Office issues. It's a cover your butt thing.

The tax cap was political grandstanding at it's worse. NY, for years could not pass a budget on time and they decided to tell local government entities how to do business. The biggest tax burden as always are the school systems where the public votes on the budget.

State to local governments... This is the most (tax cap) you can spend, but you need to pay these bills (unfunded mandates) first.
