Old ALF Spotted Behind Yonkers Station 10 Today?

Driving by Yonkers Station 10 today I glanced an old ALF (couldn't tell if was an Eng. or Lad.) parked down behind the station. Anyone know anything?

It's an old rig from a military base. It's been back there for years now.

Would it then be the re-painted made into Ladder 70, "Old Super-Train" Tiller (Originally Ladder 73) - Last of the Old Yonkers Tillers????
