Governor Andrew Cuomo today urged New Yorkers to be prepared as severe thunderstorms pass through the state tomorrow. The storms are forecasted to bring heavy rain, high winds, and possible tornadoes, and may cause widespread power outages.

The National Weather Service today briefed State officials on the approaching storms and declared a Moderate Risk of Severe Weather for New York State. The prediction includes the possibility of high winds and possible tornadoes. At the Governor's direction, the State Emergency Operations Center will be activated tomorrow at 1:00 p.m. As weather conditions can change rapidly, the Governor today urged New Yorkers to pay close attention to local radio and television reports to stay up to date with the storms' progress.

The probability of severe weather later today seems to have had an impact on the ConEd lockout.

Apparently union crews will be reporting back to work this afternoon in preparation for potential system damage which could cause power outages, while the union and company continue to hammer out contract negotiations. It seems Gov. Cuomo may have had a hand in (pressuring) expediting talks enabling a return to work in advance of expected outages!

From News 12, 1800 to 2200 is when Westchester should be getting hit.

Also there is a tornado watch in effect until 9pm for Dutchess County.

TORNADOES...HAIL TO 2 INCHES IN DIAMETER...THUNDERSTORM WIND

GUSTS TO 80 MPH...AND DANGEROUS LIGHTNING ARE POSSIBLE IN THESE

Funny how the company will let the workers back in when there are nasty weather predictions but last week they were telling them that they were losing their benefits next week once they've been out of work for one month.

Where has the Governor been for the past month?

Horrible situation for the displaced workers and customers waiting for services.

Con ed offered to extend the old contract while they negoiated with the union. The union declined the extension and locked themselves out. But hey dont let the facts get in the way.

Tornado reported at 3:58pm in Elmira, New York. "Numerous trees down, numerous roofs off buildings, people trapped in vehicles" according to Nat'l Weather Service report. - via link

NWS saying it is unconfirmed, however.

Yonkers opened their EOC about 5 hours ago. They had a communications test at 4pm with all other agencies. SKYWARN activated in late afternoon. Storm was on top of City about 25 minutes ago. - per Yonkers OEM Twitter and Press Release

UPDATE:

Yonkers EOC closed at 9:50 PM (source). SKYWARN activation was not required as a one of the volunteers had it under control (source). Four trees and a few wires came down (source). All power has been restored to those who lost it.

The Severe Thunderstorm Warning for Westchester County has been cancelled. A Severe Thunderstorm Watch remains in effect until 11PM.

ConEd reporting over 2,500 customers without power in the County.

Video giving insiders look in NYS EOC. NYS EOC was activated to a Level 2 (source).

Gov. Cuomo declared a State of Emergency for Chemung County (which includes Elmira). More information here. Mayor of Elmira, where one of two possible tornadoes hit, has declared State of Emergency. Governor's Storm update (9 PM): 97,300 customers without power across New York State. Today's updates here. The storm has caused one fatality in NYC.

On the local front, ConEd's Storm Outage Map reports that appx. 70% of the Westchester residents who lost power have gained it back. Newsday Westchester article (with photos); Journal News article (and some photos). As of 10 AM, the map is reporting that only 30 Westchester customers are still out and are expected to get power back by this afternoon.
