Description: Off-duty agent observed a male in a vehicle on Post Rd from Kensico Dam area through White Plains wearing camo and a tactical helmet. White Plains and Scarsdale PD stopped vehicle on Post Rd. near Scarsdale border and took male into custody after a brief struggle. Area was sealed off and additional resources called due to suspicious materials in vehicle.
