I recently recieved a confusing email from what appeared to be NYS and I originally thought it might be some elaborate phishing attempt or spoof email. The following went out yesterday regarding these emails which appear to be legit.

The New York State Division of Homeland Security and Emergency Services (DHSES) and the New York State Department of State in conjunction with the Governor’s Office of Employee Relations (GOER), is pleased to announce a new system called the Statewide Learning Management System (SLMS). SLMS will be our new way of registering students for training and tracking learner history. SLMS replaces the learning management systems previously developed and maintained by individual agencies, including the Office of Emergency Management, the Office of Counter Terrorism, Office of Fire Prevention and Control and the Division of Code Enforcement and Administration (DCEA).

You will be receiving an email soon from the Governor’s Office of Employee Relations which will provide instructions on how to login to SLMS. All learners should be aware that they may receive more than one email. In the process of pulling learning history information from multiple training systems, an effort was made to match users so that no records would be duplicated for learners. We were not always able to match records and, as a result, more than one account may have been created for you. It is our goal to eliminate any duplicate records created in the system. If you’ve received more than one email with the SLMS instructions and have taken training from one of the Offices listed below, please call the appropriate number so they can assist you in reconciling your learner history records.

In regards to fire training programs scheduled through the County Fire Coordinators office, you will receive additional communication from their office regarding the specific registration method for these courses. While overall course management will be through SLMS, some may choose to still provide a centralized course registration process.

Dear ,

This email is to let you know that an account has been opened for you with New York State (NY.GOV) to allow you to access the new Statewide Learning Management System (SLMS).

SLMS allows you to view a catalog of training activities that are available to you, enroll in those activities, and view your learning history, all in one online location.

Your Username is: **********

Your password will be emailed to you separately.

The steps to access SLMS are:

  1. Go to https://ws04.nyenet.state.ny.us,'>https://ws04.nyenet.state.ny.us, click Access My Account, and log in using your user name and password.
  
  
  2. You will be asked to change your password. Click Change Password. Click Continue
  
  
  3. You will be asked to set up 3 shared secret questions in case you forget your password in the future. Click Continue. Then click Continue to Enrollment.
  
  
  4. Select App Enrollment on the left hand side of the page
  
  
  5. Select NY GOER Statewide Learning Management System (SLMS) Enroll.
  
  
  6. On this next page you will be asked to verify your identity by supplying information from your NYS Driver's License, your birth date, and the last 4 digits of your social security number. ClickSubmit. Note: this information is only used to verify your identity and is not stored in any system.
  
  
  7. Select Click to add Profile. Note: If you receive a message that A duplicate record has been found, please call the SLMS help desk to check if you already have an existing account that can be used.
  
  
  8. This next page asks you for information about you as a learner so the system can direct you to the right training. Click Submit at the bottom of the page when you have completed entering your information.
  
  
  9. Now you will have log out and wait 30 minutes for the system to update your data.
  
  
  10. After 30 minutes, go to https://ws04.nyenet.state.ny.us and select Access My Account.
  
  
  11. Log in using your user name and updated password.
  
  
  12. Select NY GOER Statewide Learning Management System.
  
  
  13. You are now at the SLMS Home page where you can browse the catalog, select, and enroll in activities, and view your learning history. Please note that some learning history before 2010 may not yet be loaded into SLMS. We expect all learner records will be available in the next 2 weeks.

It is legit. NYS is finally allowing individuals access to their OFPC training records.

NYS is transitioning to a centralized and modern system so everyone that has trained with OFPC, OEM, OCT, and some other three letter acronyms should be receiving these notices to update their information.

Not spam and not phishing (until someone copies it and spoofs it).
