Description Of Incident: Structure fire with possible entrapment in 2 Apartment house. Gouverneur Fire and Rescue toned out. Gouverneur FD request Oxbow FD and Richville FD with all equipment and availible manpower. No entrapment. All tenants were reported out of structure with 1 civilian injury.
