This really isn't a complicated fix. Put temporary repeaters inside the terminal, until permanent ones can be installed. But there's probaly going to be a dispute on who should fund it. I don't think an officer engaged with a subject has the time to make a cell phone call when he or she needs backup......

I know the new American Airlines terminal at JFK is gigantic, I wonder how they work on there?

Kind of an unrelated question- who dispatches the PAPD, and where are they located? Is each facility have their own dispatch?
