Toughbook Software

My agency is currently using a General Dynamics Itronix Duo Tough II with emsCharts mobile as the ePCR software. We are currently looking into upgrading the computer into a Toughbook, possibly a Toughbook 31, because people like to drop the computer for some reason, resulting in frequent malfunction. However, from what I've read on the info page of emsCharts.com, the hardware needs to have a digitizer capability in order for signatures and other things to be accurately recorded. As far as I can tell, the Panasonic Toughbook 31 has only a touch screen but no digitizer under the screen, unlike some of the less durable models. Does anyone have any recommendations for the software we should be looking into that will work with this type of computer? Or perhaps, does anyone know if emscharts will work with a Toughbook 31?
