Wow, really? Cops apparently can't prove a car has been parked somewhere for a period of time if there's no chalk on the tire? LEOs, correct me if I am wrong. Don't you do this thing called "patrol" where you drive around and make notes of things, and (here's a crazy thought) pass it on to your relief???
