Mohawk Ambulance, the city's private contractor for emergency transport, accepted the call, Miller said. But the ambulance didn't arrive at the scene until 7:43 p.m., 25 minutes after the initial call. While they waited for the ambulance, city emergency workers performed cardiopulmonary resuscitation to keep the boy alive.

Once they arrived, Mohawk drove the boy 2 miles to St. Peter's Hospital. He was pronounced dead later Tuesday night.

"Generally, our response times are faster than that," Miller said.
