Just Another Tax

Saw this at the Stop and Shop at New Roc City in New Rochelle. What goods or service do you receive that you pay a tax??

I've heard of a surcharge, but you have to pay tax on the fine also ???

Perhaps they meant court/state fees?

perhaps the tax is for real signs that are made of metal and cemented into the ground.. Because that sign looks like it was already torn down.
