MOUNT VERNON - A 34-year-old former Mount Vernon resident who was struck and killed by a train early torday had been handcuffed, police and railroad officials said.

Wow, I'd say a busy week and it's only Wednesday, should be interesting to see if the cuff ID#'s come back from CJS belonging to an active PO.
