Question about Tone Decoders

Ok all my buffy brothers and sisters. My question to you all is, what is a tone decoder, and what does it do?

It receives tones and does things: For instance it will open a speaker in a cts (continuous tone squelch) channel guard or private line setup, or it will open pagers or other alert type monitors.

There are also programs out there called "Tone Decoder" which enables you to place it next to a speaker (or directly feed the audio signal into a computer) and let it "listen" to individual tones as they are being broadcast. It will then decode them to an actual frequency. (1032.0 Hz. for example).
