The PD and Gas Prices

i was in a class today and the relation of PD's and gas prices came up when a guy looked up negitive effects of increased gas prices. he looked up a few articles where PD's were forcing PO's to foot patrol to save on gas and also when posted, engines may not idle, they have to turn off their engines. also, unofficially PO's were encouraged to be stationary with the engines off as often as possible, decreasing their patrol routines.

i'm just wondering if any departments are suffering so much that they have to turn to these new policies? and i guess this applies to EMS agencies that don't have traditional HQ's.
