Excellent, very good, good, fair, poor, unsatisfactory- When you read the report alot of the practices of the former mayor such as hiring provisionals were mentioned. Overall civil service needs to clean up its act. In fact the regional director met 2 weeks ago with the new mayor advising him that there are rules to go by. In other words, it was ernie's rule, not civil service rules! The fair rating was a "GENEROUS FAIR RATING" as I was advised!
