Location: George Washington Bridge- on the support cables.

Units Operating: NYPD ESU, Harbor, Aviation; PAPD ESU

Description Of Incident: EDP with a box cutter, slashing his arms, threatening to jump. ESU made a grab at approx. 0830hrs. Massive traffic delays.
