Overpass or pedestrian bridge in westchester

Does anyone know what the hell the bridge/overpass/walkway on the T/S/P is? There is no roadway leading to it and I can't imagine why there would be a walkway. Maybe future plans for a road? A crew was working on it yesterday. My location could be wrong. It's where the new road construction was just completed. Yorktown Heights? Any DOT guys out there know?

NYMTC Pedestrian Safety Study

"Westchester County and NYSDOT have completed the North County Trailway and the County is in the process of completing the South County Trailway. The Westchester County Planning Department reviews capital projects on the TIP to ensure that sidewalks are included in major reconstruction projects. NYSDOT is completing a pedestrian bridge over the Taconic State Parkway in Yorktown as a link in the local trailway network."

You would think they might want to finish the roadway project before finishing a bridge to nowhere !!! Minor items like Final layer of pavement, Lines on road,etc..

There are numerous places that trails cross major roads and no bridge or signs are provided.. I personally have had to dodge hikers walking on the palasades parkway following the applilachian trail.

The county/state in there fine use of our tax dollars installed a bridge that has no trail on either end in the hopes that the trailway project will get completed somewhere in our lifetime..

Its a pedestrian bridge that is linking old horse trails from yesteryear. They havent done the paving yet Stuart cause of the weather. It must be a certain temperature on the roadway before they do it.

In actuality the state has recouped some significant funds in regard to the TSP project with time constraint fines imposed on the contractor doing the work. In all actuality it was easier to do it all in one IMO while everything was there laid out and already being hindered with the road widening project. Also better to run the equipment now and tear up the utility pavement, median and grass then later on.

There was a very detailed news article in the journal news that discussed this and that the finished asphalt job woudn't be able to be completed until this spring when it got too cold to lay down the final pave job.
