Is it me or does it say it was dedicated October 7th, 2003?? Or is that when they decied to buy the new boat?

From what I undestand you are correct. That is when it was dedicated. Its also about when it was purchased. The boat was then put in for repair and upgrade. This is where the issues have popped up and the boat has sunk down.
