DUTY LOCATION: Fire & Emergency Services Department.

TOUR OF DUTY: Full-time, 120 hours per pay period

Current permanent employees of Bath VA Medical Center will receive first

consideration. Applications are also being accepted from current permanent

Federal employees outside the Bath VA who are reassignment and change to lower

grade eligible, status applicants (those with prior civil service, severely

disabled persons or 30% disabled veterans), Veterans Recruitment Appointment

(VRA) eligible and Veterans Employment Opportunity Act (VEOA) eligible

applicants.

NOTE: This announcement is a solicitation for applications from current VA

employees for competitive promotion consideration. It does not, however, restrict

source such as reassignment, appointment (may include VA Delegated Examining Unit

or Office of Personnel Management certificate), demotion, transfer, reinstatement

or special appointment authorities such as those for disabled veterans, veterans

eligible under the VA/OPM Interchange Agreement, and the Veterans Employment

Opportunity Act (VEOA) that permits preference eligible veterans or veterans who

have been separated from the armed forces under honorable conditions after

substantially completing three (3) or more years of continuous active service to

DUTIES: Include but are not limited to: Incumbent provides fire prevention

and protection services on one of three crews working a 60 hour work week to

provide full coverage 24 hours per day, 7 days per week. Position is subject to

overtime callback to ensure compliance with minimum crew manning requirements.

Serves as nozzle man, hose man, ladder man, hydrant man or rescue man in the

control and extinguishment, ventilation, forcible entry, salvage, overhaul and

other firefighting duties as required by the situation. Assigned to the Medical

Center Response team for the containment/control of hazardous material spills.

Responsible for response to non-fire rescue emergencies. Inspects fire/safety

equipment and prepares inspection reports. Maintains equipment records. Inspects

areas of the Medical Center for fire/safety hazards. Drives station ambulance

when necessary. Operates station ambulance, responding to medical emergencies and

performing emergency medical care. Performs dispatching duties for fire, police,

and ambulance. Responsible for performing minor preventative maintenance to the

pumpers in the absence of the regularly assigned driver. Required to maintain

cleanliness of the fire station and equipment through daily cleanings. EMT and

Hazardous Materials Technician certification are desirable.

QUALIFICATION REQUIREMENTS: One year of specialized experience equivalent

to the next lower grade level.

Experience that demonstrated the particular knowledge, skills, and abilities to

perform successfully the duties of the position. Such duties may include (1)

controlling or extinguishing fires as a member of an organized military,

industrial, volunteer or governmental fire department or brigade; (2) rescue

operations; (3) detection, reduction or elimination of potential fire hazards;

(4) operation of fire communications equipment; (5) controlling hazardous

materials incidents and/or (6) developing, implementing, or providing training in

fire protection and prevention.

NOTE: Qualification requirements are in accordance with the Office of Personnel

Management Qualification Standards for General Schedule Positions, Fire

Protection and Prevention Series, GS-0081 that is available for review in your

servicing Human Resources Office.

Educational Substitution for Experience: Four-year course of study above

high school leading to a bachelor’s degree with a major study in Fire Science,

Fire Training, or other related fields of study is qualifying.

To receive credit for education, all pertinent college transcripts must be

submitted with the application package.

Time in Grade Requirement: None.

English Language Proficiency: If you are appointed to a direct patient-care

position or position incident to direct patient care, proficiency in spoken and

written English is required in accordance with 38 USC 4105©.

Drug Testing: This is a testing designated position (TDP) under the VA Drug-Free

Workplace Program. If you are tentatively selected for the position and are not

now in a TDP subject to random testing, you may be subject to urinalysis to

screen for illegal drug use prior to final selection. Applicants who refuse to be

tested will not be selected.

Physical Requirements: Selected candidate may be required to successfully pass a

medical examination.

application, Official Personnel Folder, supplemental qualifications statement,

appraisals, awards, rating panel, interview, will be used to determine the best

qualified candidates.

KNOWLEDGE, SKILLS AND ABILITIES (KSA'S): Please explain how your experience

(including non-paid), education, training, job-related honors and awards indicate

you meet the rating factors.

1. Skill in performing rescue operations, firefighting evolutions and fire

attack techniques by applying knowledge of firefighting strategies and tactics

and fire behavior.

2. Ability to follow instructions, make decisions, and perform tasks as a

member of a team under any circumstances.

3. Knowledge of building construction and materials used.

4. Ability to interpret and apply a complex set of regulations, various

training manuals and manufacturers specifications.

5. Ability to communicate orally and in writing with people of varying

levels of understanding.

6. Knowledge of building and equipment inspection procedures.

7. Knowledge and skills in performing emergency medical care.
