Camera's on the NY Thruway?

So today I drove home from Rochester on the thruway, and I was doing about 80 im not going to lie, and I went under an overpass and looked up and saw a camera above me, then I saw several small lights that looked like flash bulbs.

Are these traffic cameras or what?????

Any one with any info let me know
