519 PM EST WED NOV 8 2006

THE NATIONAL WEATHER SERVICE IN UPTON NY HAS ISSUED A

* AREAL FLOOD WARNING FOR ... ROCKLAND COUNTY IN SOUTHEAST NEW YORK...

* UNTIL 915 PM EST...

* AT 519 PM EST...RADAR INDICATED RAIN MODERATE TO HEAVY AT TIMES CONTINUED TO MOVE ACROSS THE WARNING AREA.

SMALL STREAMS ACROSS ROCKLAND COUNTY EXPERIENCING FLOODING AT THIS TIME.

THE COMBINATION OF HEAVY RAIN AND RUNOFF WILL RESULT IN FLOODING THROUGH THIS EVENING.

STREAMS THAT HAVE REACHED OR EXCEEDED THEIR BANKS SHOULD CREST ABOUT A FOOT ABOVE THE FLOOD STAGE BY THIS EVENING...THEN SLOWLY RECEDE TONIGHT.

A FLOOD WARNING MEANS THAT FLOODING IS IMMINENT OR HAS BEEN REPORTED. STREAM RISES WILL BE SLOW AND FLASH FLOODING IS NOT EXPECTED. HOWEVER...ALL INTERESTED PARTIES SHOULD TAKE NECESSARY PRECAUTIONS IMMEDIATELY.

Rain, floods ravage Tri-State area

Several roads are closed and many residents are without power

(New York-WABC) - Rain, rain and more rain! And don't forget the flooding.

Heavy rainfall across the Tri-State area is bringing heavy flooding with it. New Jersey and Westchester are seeing the worst of the storm, with some areas of the Garden State expected to receive up to four inches of rain.

The storm is affecting travelers in the air and on the roads, as well as residents, in the following ways:

Airport Delays:

LaGuardia -- 3 hour delays

Newark -- 3 1/2 hour delays

Kennedy -- 3 hour delays

Roads closures:

Westchester:

Bronx River Parkway North at Sprain Brook Parkway split - all lanes closed due to flooding

Saw Mill South - Two lanes closed at McLean Avenue

Southbound Saw Mill River Parkway at Exit 30 in Mount Pleasant all lanes

Northbound Saw Mill River Parkway at Exit 27 in Mount Pleasant all lanes

Southbound Hutch in Mount Vernon near the Cross County Expressway - all lanes closed

Southbound Bronx River in Yonkers near Wakefield Ave has 2 lanes closed for accident, possibly weather related.

New Jersey:

Route 1 & 9 closed both directions in Linden and Rahway

Route 17 in East Rutherford

Route 3 ramp onto Route 17 North

Hoboken - Observer Highway, Jackson Street shut down

Route 17 northbound shut down at Union Avenue, Essex Street and Highland Crossing

Route 17 southbound shut down at Paterson Plank Road and Union Avenue

Power outages:

Bronx: East 228th Street between White Plains Road and Lorie Place. ConEd crews which responded are indicating there's a subterranean problem they have to rectify before service can be restored.

New Jeresey: 100 without power in Middlesex County

Long Island: About 250

Westchester: 200, scattered

Several roads are reported flooded in Newark and Elizabeth this afternoon after a heavy band of rain moved through the area.

Cars were trapped in the rising water on low-lying Frelinghuysen Avenue in Newark.

Summer Street, Sixth Street, Trumbull Street and Union Avenue were all reported to be flooded in Elizabeth.

A flood watch is in effect for the five boroughs, parts of New Jersey, Long Island, Connecticut, Westchester County and Rockland County. Today's temperatures will be around 58 degrees.

On Wednesday night, the rain will taper off and we'll see mostly cloudy skies later in the night. Temperatures will be around 54 degrees.

Warmer weather hits the area on Thursday with sunny skies and temperatures around 68 degrees. On Friday, we'll see temperatures around 63 degrees -- definitely not your typical November weather! And Saturday will be another repeat of the mild, sunny weather.
