Garrison Fire Department Connection?

While in Garrison today, I noticed this at a park near the waterfront by the train station.

It looks like it could be a dry hydrant, but just curious what it was and if it was FD related?

And only really knowing Garrison via driving through on Route 9, they have some really old, close wooden structures that are tough to access with fire apparatus.

The dry hydrant does go into the river. The site should also have a fire lane sign.
