Today while driving on the West Side highway, I saw a US Postal service mini-van type vehicle, with a Blue/Red light bar on the top. What is this, and what power do the have??

The USPS has it's own Police Force to provide security and other functions. You will see in the city alot the Police unit following mail trucks and etc.
