Of course! They had to fill it as a back-up water source if there ever should be a fire there.

I fail to see the problem... we need to flush out the tank now and again anyway... I wouldn't want any old stagnant water sprayed on my burning building.

I don't know if I would want to be swimming in a pool with the additives some departments use to assist with extinguishing fires,

I think one is called 'flametamer'?
