NY Waterways reports they have located vessel and have assited 4 persons on board water taxi, transporting to Haverstraw. Vessel is capsized and partially submerged. CFD Marine-12 escorting. WCPD Marine-4 located capsized vessel off of Croton Point Park. Sea Tow summoned to salvage. WCPD/RCSD responding to Haverstraw for follow up. Four persons on board RMA to Haverstraw VAC. Transported to Ossining by NY Waterways, drop off. WCPD Marine-4 conducting accident investigation.

The WCPD might be understaffed, but waiting 10 miutes for back-up is very rare. The manning would come directly from the present Yorktown PD. They would all become part of the WCPD. The only change would be Yorktown PD would become a precinct. What additional training would be needed? The present Yorktown cops would stay right where they are, just change patches.

How is it insane? It's cost effective. Yorktown would actually be getting a bargain. Minimum manning would stay the same. The town would save in purchasing/maitaining vehicles, retirement, injuries, legal actions, etc. The Westchester 2000 plan done years ago addressed these issues. With the state of the economy the way it is, it's wise to consolodate.

You are correct in the one blue light, but that would apply to members of a volunteer FD facing forward only. Nothing idicated about rear facing red, blue, white, yellow, so it would make it illegal. Re-read the one or more part regarding police vehicle. As far as talking on the cell phone and not wearing a seatbelt PD is exempt, so yes they can. As far as being an MP and being held to a higher standard, you think the facts would have been in order before posting your opinion of the NYS VTL

If this incident did occur in Westchester it would have presented a unique challenge. Using the Hudson as an example, how many marine assets are in the water and would be able to respond immediatly- None. It would have taken a minimum of a half hour to trailer boats and launch same and that's not taking into consideration that the launching ramps are free of ice. Given the temperature of yesterday Air-20, River-32 that would give someone about 10 minutes in the water before hypothermia took over. How many of the Westchester public safety agencies marine assets that would respond have enclosed cabins and have heat-I can think of 3. Military or Coast Guard response. You would get the same exact response as yesterday, it would just take longer. USCG Sector NY covers all the way up the Hudson and is based in Staten Island. The closest USCG Air Station is Atlantic City. So that would leave all Air operations up to WCPD and NYSP. I believe we would have gotten the same response as the small plane that went down off of Yonkers a few years ago. And all of us relied heavily upon the NYPD for assistance.

No, the Town of Cortlandt contracts with the county for police coverage. It would affect coverage of the Saw Mill, Hutch and Cross County. The Bronx River is County owned and would still be patrolled by WCPD. Let's hope the State finds the money and were able to avoid this mess.

Why not? It is a resource that is available. John spends countless hours assisting all emergency services whether it's donating salvaged vehicles or his staff and equipment for training. I can't think of many FD's or PD's that operate a heavy tow for recovery. It is nice to see that this new truck and it's capabilities are highlighted. Best of luck with it.

Not using my analogy using the senario that was given. It's 3AM a person is down and forcible entry needs to be made. Even in the most rural of areas the Police would be dispatched to this type of job. There could be alot of "what if's" given the limited information provided in the scenario. What's ludicrious is the statement made by you in which you indicated the fire police could essentially take the place of real Police Officers. And it's not contrary to what I posted, it's what you posted regarding CFR training. It was direct quotes taken from your posts.

How is there not a need for the Police to be at scene. In some of your responses to a recent thread you indicated that you did not believe that CFR training should be required for a VFD. You further stated that "they may have no stomach for blood and guts" and on occasion you would advise an aided "medical assistance is on the way." Well, the Police Officer that there's no need to call may be the only on scene with medical training. The one thing to remember is that if you go through the door you must be prepared to deal with what you find. I can't think of a PD that would not be dispatched to call like the one specified. And yes if ESU is not available the FD would be requsted to gain entry. The fire police in my opinion is a bad example and in no way can they take the place of the Police. Just out of curiosity who are the fire police preventing from looting?

The only district I'm aware of in Long Island is Port Washington PD. What law are you referring to? County Police/Sheriff's in NY have jurisdiction anywhere in their respective counties. As for Nassau County, each municipilty does pay a police tax. If NCPD provides full Police services your PD tax is higher. As for a village/city that maintains it's own PD the tax for county services (Detention, Aviation, ESU, Detectives, Emergency Ambulance Bureau) tax is significantly lower. Village/City PD provide patrol only and all investigative and specialties are provided by NCPD. There would not have to be a "special referendum" to approve the same in Westchester. The municipalty would have to enter into a contract with the county. As for Greenburgh cutting Police Officer's, it is a mistake considering they are a very professional police department that offers great services to the town.

I have no idea how the above relates to this incident. From my understanding the boat was traveling south, struck a submerged object in the water and began taking on water. RCSD responded to complete a NYS mandated Police boating accident report. RCSD determined that the accident did occur within the confines of the County of Rockland and completed the appropriate police investigation. As far as the FD interaction, I can not comment as I was not their. I can say that we have never had a problem with the FD's in Westchester and do beleive that we have an excellent working relationship.

And what type of professional are you referring to? PD Airships around NY routinely fly with Medics on board. For Example Nassau County PD launches a ship with a PO Pilot and PO Medic and their does not apear to be any complaints. So based on your response, why don't you think the same type of service with a Trooper Pilot and Civilian Medic do not work in a rural enviornment. Not a fan of what??? A private organization running a helicopter without the training of a Police Aviation Unit and charging people a astronomical fee for a ride to the Hospital!!

Very nice truck but, what a waste of money. Would have better been spent on getting a FDNY or NYPD rig.

There was no FD request or response as it was not needed. If FD response was required the appropriate FD jurisdiction would hace been notified. In this case Montrose not Croton. This, as was stated by Chris192 was a basically a bad disabled, but because the boat struck rocks a NYS Police boating accident was required to be filed. Was this a subtle shot at the WCPD? WCPD lets all agencies within the county know of their resoures and how they can be utilized by local agencies, whether PD or FD.

The rising gas prices will keep boaters from traveling further distances. This will not stop people from boating. Most of the Marinas in Westchester County are at or near capacity. This past week and weekend alone there was alot of vessel traffic on both the Hudson River and LIS. This was only pleasure craft. The commercial maritime community will continue to operate no matter what the fuel cost.

Westchester County Police Marine Unit vessel Marine 4 is assigned to the Hudson River. Marine 3 operates on the LIS and Hudson River. Marine 2 is assigned to the LIS. Marine 1 is a PWC and is used for enforcement on both bodies of water. Marine Unit vessel's 3 and 4 are equiped with BLS equipment, FLIR (M-4), and have firefighting dewatering capability. The Marine Unit forthcoming, will have side scan sonar and a ROV (remote operated vehicle). All vessels can be hailed on VHF CG 16 or by phone to WCPD HQ.

You can't be serious!!!! That's an absolute ridiculous idea. Take it a step further and suggest that all volunteer department that is in the area go full time paid since a major aircraft disaster could just as easily happen just outside the perimter. It's just not feasible, pratical or considerable when you bring in the call loads vs. justification. Now if the county wanted to cross train the 6 or so law enforcement officers that are there at any given time, that might be sellable, but then again, I would think they would have their hands full doing other things. The current mutual aid agreement makes the most sense for the county airport.
