The Peekskill Police Benevolent Association and Peekskill Professional Firefighters IAFF Local 2343 are hosting a 5K Run/Walk. Proceeds from the 5K will benefit local scholarships given out in the name of Detective Charles Wassil, and Career Firefighter Kevin J. Bristol.
After responding to the terrorist attacks on September 11, 2001, Detective Wassil, like many other responders, became ver ill as a result of his rescue efforts. On May 1, 2013 Detective Wassil succumbed to his illness. Detective Wassil was an integral part of the City of Peekskill Police Department with 18 years of service. Prior to serving in Peekskill, Charlie was a member of the NYPD 44pct, and a United States Marine.
Career Firefighter Kevin J. Bristol was a proud member of the City of Peekskill Fire Department. On March 3, 2014, FF Bristol died in the Line of Duty after responding to an early morning kitchen fire. FF Bristol was born and raised in the City he proudly served. Kevin served as a Career Firefighter since 1989, and prior to his employment was a Volunteer Firefighter in Peekskill. FF Bristol also proudly served his country as a Naval Reserve Corpsman.
We hope you will join us for an event to help us remember our Brothers that we have lost, and to help us continue on their proud legacy's of service to our community!

Happy Birthday Seth!  But look- It took me 25 minutes to respond to the first post.  There have to be at least 20 departments closer than me that could have responded sooner (LOL).

Is that price correct?  Seems like a lot of money for a refurb.  We completely refurbished our front line Pierce pumper for less than a third of that amount.

On a 1991 Pierce Lance.  Complete overhaul including: New Tank.  Completely Rebuilt Pump.  All New Seats.  All New LED Lighting both inside and out including all emergency lighting, compartments, crew cab, driver/officer cab.  Repair of all rust/corrosion inside and out (Exterior was in exceptionally good shape) including tank area, undercarriage, hose bed and cab, etc.  Rewiring of entire electrical system.  New Federal Q bumper-mount siren.  Installation of rear view camera system.  Repairs as needed to all compartments, latches, and mounted equipment (ladder rack, scene lighting, etc.).  Hose Bed Cover.  Bunch of other minor items as well.  No painting was needed.  Hope this helps.  BTW- Was not being critical- Just seemed like a very large number and was asking if it was in fact, the correct figure.

This would have been a perfect use for the mobile communications vehicles if they could be on scene in a reasonable amount of time.

However, I have a simpler idea: As Rockland and Westchester have repeaters (trunked systems), In theory what is heard at 44 control and on the site should be the same quality of broadcast. Why can't a radio of each others trunk system be installed at the two control centers and when you have an operation such as this bridged together? This would permit all units at a scene be connected together thus only 1 radio would have to be monitored and everyone would be on the same channel. Many departments were cross banding their radio systems before the trunk system was established.

First and foremost, the incident, and the outcome, sucks.  I do not believe anything anyone did or tried to do last night would have made a difference.

Going back a few years, maybe 2009-2010, a Response Plan was developed by the "Westchester Marine Emergency Response Association" along with Westchester County Department of Emergency Services.  That plan basically called for a three-tiered response to all Hudson River incidents, meaning the area of jurisdiction - as well as the next closest agency to the north and south - would be dispatched.

From a MOS standpoint with my FD, this is an "OK at best" approach.  During my time as Chief we modified this to include Rockland units, since many incidents happen to fall on or beyond that imaginary line that divides Westchester & Rockland.  At the time, according to this "plan" we attempted to utilize Marine 22 (I think) as a radio channel for all FD, PD, etc. vessels to communicate during river operations.  When we had a river incident that fell under our Command, we always tried to steer everyone on to this channel, since we should all have this capability.  I could be wrong but this sticks out in my memory, and it was designated to keep Marine 16 open for emergency traffic.

Last night's incident is just another reminder that when someone dials 911 from a cell phone, it's truly a crapshoot as to where they really are vs. where they think they are.  And this doesn't just apply to waterways - a lot of cellular 911 calls for land based incidents require some searching to find them.  Because of this, it highlights the benefit of starting out resources from different angles.

Since Rockland switched to their new radio system, communications on the river have suffered.  But there's no reason why the four counties (Westchester, Rockland, Putnam & Orange) can't develop a plan to always work off the VHF Marine radios.  Afterall, as boats, we should all have them and the signal is decent.  Command vehicles should also install this capability.

The frequency of incidents, and the complexity of them on the Hudson River is only going to increase the demand for our services.  There needs to be a standard of training for boat operators, crew members and people responding and playing command.  If EMS is getting on a boat, they need proper training too.  It's 2016 and the fact that the same stupid stuff continues to happen irritates me, because we should be well-trained, well-prepared and have pre-plans developed where we can all work together and provide a professional-level of service.

The days of letting the first people to the dock get on the boat needs to end, and the Chiefs of all of these FDs with river response responsibilities need to work all of this out.

Additionally, I think it's time for the FDs that are going to be in the marine operations game to seriously look into grants to get the training we all need and the proper vessels to do what is needed.  We all can't stand around, holding our d**ks waiting on County PD or someone else to get there when someone's life is in the balance.

The same way you would explain wrecking any piece of equipment on the way to any call.   You simply explain what happened.

Accidents can happen at any time.  After the safety of our personnel and others, the main concern should be about whether or not the apparatus was being operated in an appropriate manner at the time of the accident.  The actual nature of the call is somewhat irrelevant.

    ****

Now I think the question you were trying to ask is something along the lines of how do you justify responding your most expensive piece of fire equipment to any EMS call after the vehicle was totaled in an accident while responding to one while also trying to imply that EMS calls (in general) are not worthy uses of this apparatus.

I'm not familiar with this department's operations and the article doesn't give much detail on what happened, but it does state that the unit was responding to a reported heroin overdose.  Having responded to more than my fair share of OD calls in my career, I can safely say that they can easily be a life threatening situation.

Since we're supposed to be about saving lives and property, I have to ask, is this person's life somehow less worthy of assistance from that unit because his life is possibly threatened by heroin rather than being threatened by a fire?

Glad to hear this is where it might end up.  My 9-year-old son said I should buy it (LOL) so he'll be happy to hear it may be docked close by and he can visit it if this actually comes to fruition.  Whenever the John J. Harvey comes around it's a great way to spend some time and revisit some of the history of the FDNY locally.

I have said this about firefighter training also. While the hours have increased, which is generally positive, there has been little done to creatively fit the classes to a busy Volunteer's schedule. When I took my first EMT class 21 years ago (feels old to type that) the class was two nights a week with a few Saturdays. My FF1 & FF2 had similar schedules. More often than not they are planned around the departments regular drill night.

Now I have taken classes that were on Sunday mornings and provided food in the cost of the class. I have been in classes that were held once a week, which obviously takes longer to complete, but those have been the exception not the rule. If a topic can be done with a single instructor, could the class be taught multiple times with different students coming together for practicals and tests? I don't know the answer but decreasing the hours is probably not it.

The last things I will say is that we have to stop talking publicly about how big a burden it is before we talk internally about a solution. I can't prove it but have long felt that inadvertently we are psyching out potential new members by telling them how impossible it is before they even ask.
