  1. First truck is an NYPD fuel truck, the second looks like a NYC Sanitation dump truck , which would have a plow mount on it.. Lots of stuff out at Floyd Bennett.
  2. Very nice. At first I thought it was going to be an article about the other unmarked counter terrorism helicopter that has been in use for a couple of years. This may have been a scheduled replacement of an older bird, with added capabilities due to terrorism. Not sure if there has been an increase in the number of helicopters being operated. I know one was lost a couple of years ago after it crashed just off the Aviation base at Floyd Bennett Field.
  3. Gamewell, I am in the same boat, my current department is a not for profit corporation, and receive money from the town. The have a say in a budget, and in years past have asked for justification for certain line items. I am not sure the public can request to see our books, but the town can. We did one fundraiser mailing a few years back, mostly our carnival is our fundraiser. Since we were both in the same prior department that levied a tax, IIRC correctly tax money was used for the department operations, i.e training, apparatus repair/replacement, insurance and the like. It was the 2 percent money from insurance policies that was split evenly among the 4 senior companies. That money was used by the companies as they saw fit, but it was also expected that some of the 2% money would be used to support the department band, and a chiefs fund. I know my previous company saved money, and invested in money markets to support our 100th anniversary. At one point we were warned by the department treasurer, that as a non profit organization we would have a hard time justifying how much money we had saved over the course of 10 years.

The mayor is already disregarding this, by instituting minimum wage pay, instead of the pay scales already negotiated, or asking the unions to reopen negotiations to find cost savings that will benefit the city, and not be so draconian to the workers. Not sure sure how many hours a week a firefighter or police officer works in Scranton, but using my schedule (NYPD) of 43.5 hours a week x $7.25 = $315.38. I made that in 1991 as a student summer employee at Pleasantville UFSD. That would not even cover my groceries and gas for my wife and to get to work on. Forget about the mortgage, gas and electric, etc.

  6. Will he, and what legal document states this? right now those are just hollow words uttered by a politician to make people feel better. We in the civil service have heard this before from other politicians, and are still waiting to be rewarded/reimbursed for sacrifices made during tough financial times. Always the same cry "we just don't have the money"
  7. I always love that activists want to stop the use of Tasers and othe Conducted Electrical Devices (CED). What are the alternatives? It does not work on all individuals, and is not recommended for use on the very young, the very old, and pregnant women. When it was first deployed in the late 80's and early 90's there was much of the same outcry against pepper spray. It can cause difficulty breathing, set off asthma, and cause burns to skin and eyes. You have to be aware of the direction of wind, and the probability that it will effect others in the area. It is also not recommended to be used at less than three feet from a subject, as the pressure it is sprayed at can cut eye tissues. I once used pepper spray while in a fist fight with a subject, I sprayed him, myself, my partner, and several onlookers. I initially sprayed the subject, who wiped it off his face, and proceeded to try and wrestle with me. In the end, he went to jail lumped up, and I burned both my corneas. 2. Baton. Either a straight wood/polycarbonate baton, side handle baton (PR24) or collapsible ASP type batons. All have the side effects. Bruising, broken bones, and possibly permanent disability or death. Even when justified, it does not look pretty. It is close in fighting, as most batons are only 24 inches in length. It is possible to aim for one part of the body, and hit another area due to movement by both the officer and the perpetrator. The last time I used my baton, I was attempting to restrain an individual who was actively fighting with another officer, and bit one officer who was trying to hold him down. When I put him into an arm bar as trained, he fought harder, and walked away with a broken collar bone for his efforts. My department only allows supervisors (Sergeants and above) to carry a Taser on Patrol, which can be a hindrance in my opinion. I have been in numerous encounters where if I had a Taser it would have shortened the resistance, and most likely reduced injuries to both the perpetrator, other officers, and myself. Usually the supervisor arrives on scene after everything is done, and the person is in handcuffs. I am all for more training. In 2009, Taser recommended its products not be aimed at the chest area. http://www.policeone...suspects-chest/. Sometimes it happens, either by poor aim, or the perpetrator moved.

  12. Some departments keep the lights off "in case a bulb burns out, we don't want to get gigged for it". Gotta do everything possible to win that little plastic trophy that means so much to so few. Not sure if this is why Mahopac does it, but this is what I was told when my department refused to put the lights on
  13. Thats more than some departments In NY operate with (outside of LI,Putnam, Westchester). Keep in mind that not every state taxes like NY does, they may not have the authority to levee taxes for fire protection. I know my in laws in Indiana have to pay extra for garbage removal, it is not part of their taxes.
  14. They will find you, or your dept. Its not that hard. In the Early 90's my old dept had 2 guys who thought it would be funny to go lights and sirens with an engine and chiefs car thru the tolls on the Tappan Zee while returning from the mechanic's shop. Like I said, the State Trooper who wass assigned to it was none too happy. Neither was the chief when he got that phone call. NY10570 can probably remember how fast the chief got to our fire house after a prank at Bedford's parade one year was observed by the local police.   15. Its been done before, and yes they found out who it was. State troopers where not happy, nor was our chief.

The way my law instructor in the academy described a situation like this: Under the NYS Penal Law an officer shooting someone who is using a car as a weapon will be justified, however you have violated the NYPD's Patrol Guide. The attitude of the city is you can move out of the way. That and it is too crowded to now have a moving car with a dead driver. The result: you will not be criminally convicted, but the City of New York will most likely not imdennify the officer, and he will most likely be fired.

  19. Something that often gets lost in fatal police shootings... Police Officers are not trained to kill. We shoot until the threat is stopped. We are trained to shoot at center mass of the subject using or about to use deadly physical force against another. We shoot for center mass, as it is most likely the largest target presented to us, and hopefully the easiest to hit, and hopefully prevent the round from penetrating through the perp and continuing down range. If center mass is just the head, so be it. If the person happens to suffer a fatal injury, so be it. Remember shooting incidents are extremely stressful. Adrenaline is pumping. Despite your training a police officer during the shooting will most likely loose fine motor skills, develop tunnel vision, loose sense of time (time slows down/speeds up), loose of hearing, blurred vision, and possibly bladder control due to the fight or flight nature of human beings. Hopefully the involved officer will revert to their training. Draw the weapon, acquire the front sight, squeeze the trigger smoothly if possible. All from motor memory drilled into the officer during the academy and bi-annual refesher training.
  20. There are parts of society that do hate us, plain and simple.. Ever seen a mother tell her young son "Don't talk to the cops, they the enemy." Seen it numerous times. How many times have you seen the local residents cheering as a cop is getting his a** kicked in a fight be the local neighborhood scumbag. Seen it. How many times have stuff (rocks, bottles,etc) been thrown at cops off of roof... I had a tricycle thrown off a 5 story building at me, just because I was wearing the uniform. Now remove the cop, substitute EMS. It happens, but not as much. Don't call us whiny, as you stage away in your nice little ambulance while we make it safe for you. I can't recall how many times I have had to back EMS and/or fire because someone couldn't control their mouth, and pissed off a patient, and now wanted to hide behind PD. I don't think the "blue wall" really exists anymore, at least not in NYC. Its pretty much gone. As for the unions, that is their job, to protect their members both good and bad. The union can not look at a case and say "We are not touching this one" while they have been taking their dues. IAB goes to court to watch our testimony, and we have to justify we lost a case, especially with summonses now. Honest mistakes, and we loss vacation days. How many days have you lost or been threatened with for making a simple error on a ACR/PCR. Yeah that's what I thought, NONE

You must have never worked in less than desirable neighborhood where the good guys (police/fire/ems) are looked upon as doing something wrong, and the jackass running around with multiple baby mamas, robbing people at gun point is looked upon as the local hero. She was driving a stolen car, had a rap sheet as long as my arm for things like kidnapping, and tried to kill a cop with a car, but I should feel pity for her. I think you know where I will tell you to go with that.
  22. 0856 hours and his last photo at 0904 Carmel's 12-5-1 is set up, fire visible thru the metal sheeted walls in the rear of the building. While I did not make it in to the building (too busy driving and later pumping) I heard the metal walls and roof held the heat in. I saw three cars and at least two motorcycles that had been stored in the building in addition to all the other normal junk packed into these things. There was also a boat on trailer, that was possibly in a storage unit and later pulled out.
