Position Objective Manage and deliver Passenger Train Emergency Response training for emergency services (police, fire, EMS and OEMs) in the MNR territory (system-wide, east and west of Hudson) for MNR equipment and emergencies on or affecting the Right-of-Way. Manage all aspects of Metro-North's Fire Brigades in Harmon, New Haven, Brewster and North White Plains yards. Responsibilities Manage and deliver Passenger Train Emergency Response training curricula for the 266 emergency services agencies (police, fire, EMS and OEMs) in New York City, Westchester, Fairfield, New Haven, Putnam, Dutchess, Rockland and Orange Counties on emergency procedures for MNR equipment and emergencies on or affecting the Right-of-Way. Create additional, specific curricula/classes for specific audiences. Augment and update curricula and delivery methods as necessary. Manage all aspects of Metro-North's Fire Brigades in Harmon, New Haven, Brewster and North White Plains yards (currently includes more than 75 employees). Design, schedule and deliver quarterly training for brigades. Track and arrange for required EMT/CFR/CPR/AED/NIMS and other training for brigade members. Track and arrange annual medical evaluations, fit-testing and other OSHA requirements to ensure regulatory compliance. Maintain inventory of all fire and EMS equipment and arrange for required periodic maintenance and testing. Create, maintain and file state fire reports, medical patient care reports (PCRs) and arrange for Quality Assurance/Quality improvement review by Medical Director to comply with state and local EMS protocols. Respond to incidents and emergencies in the operating territory. Serve as a liaison to outside emergency services (police, fire, EMS and OEMs) command elements for incidents along or near the ROW. Maintain database for fires and incidents on MNR equipment and ROW. Conduct periodic required training for MNR facility managers and employees on contingency and evacuation plans for MNR facilities. Assist Fire Marshal with fire safety inspections and hot work permits. Manage and coordinate the MNR Automated External Defibrillator (AED) and Public Access Defibrillation (PAD) program. Arrange and coordinate CPR/AED classes for MNR employees. Provide fire extinguisher training to conductors, engineers and other MNR employees. Maintain Fire Tank Cars in a state of readiness and provide periodic training for brigades and other MNR operating departments. Required Qualifications Strong knowledge of the Fire and Emergency Medical Services. Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effectiveness. Strong knowledge of OSHA regulations applicable to the fire service and related NFPA standards. Strong interpersonal, oral and written communications skills. Ability to work evenings and weekends as a normal course of business. Excellent project management skills required with adherence to deadlines. Ability to foster cooperation among diverse groups. Working knowledge of Microsoft Office Suite. Must be available for periodic on-call weekend coverage and be able to respond to emergencies on a 24/7 basis. Valid driver's license. Required Education/Experience Bachelor's degree in Fire Science, Emergency Management or related field. Demonstrated equivalent experience, education and/or technical credentials may be considered in lieu of degree.
