As a 28 plus year NYC employee, I've noticed a trend in the way they do certain things. As you said, some guys may have put items on the outside of their lockers which may be of a bit of a questionable nature. Unfortunately, the City's way of handling this is to go after EVERYBODY, insted of handling it with the individual(s) involved, the way they should and could.

I hope for a real quick obselessence! All new buildings are or certainly equipped with sprinkler systems, and the older ones as you said should be set up with alarms and fire extinguishers. You're right we should encourage occupants to get out and call the FD.

I believe it's a visibility thing. The strobe will be much more noticable in times of poor visibility, in heavy fog and even at night. When youi see that strobe, you know the light is red. You will only see that white flashing strobe in the red---no other color.
