What is the law for a professional FF if they fail FF1 & FF2? Can the Dept keep them on the job or do they have to be terminated?

Curious I know of 3 just out of the academy that did not pass 1 and 2. I know they have to take it again so I was wondering what will happen if they fail again.

The Commish came in with good intentions till he found out quickly he did not run the show. I remember his 1st meeting with the men when he started he said word for word " The 1st thing I want to do is bring the morale up in the Dept." I never forget that.
