When resuscitation efforts stop and the MD makes the official pronouncement that is the time of death. Perfusing organs for harvesting is not considered resuscitative effort. -
Date: 12-11-10 Time: 1535 Location: Blue Mountain Park on "My Favorite Trail" Frequency: WCPD, CEMS Units Operating: Westchester County PD 27C and Aviation, NYSP Cortlandt, Peekskill EMS, Cortlandt/Peekskill Medic, Continental Village FD Weather Conditions: Clear and Cool Description Of Incident: Mountain biker down with possible broken leg on trail in remote section of park south of Seasonal Highway. Aviation used to locate and mark victim for ground units. EMS units on scene had to carry victim out to Seasonal Highway, approximately 3/4 mile, and then out to Washington Street for transport to hospital. Peekskill EMS was assisted by the Continental Village FD. Because the call was originally given out as Blue Mountain Park, Peekskill VAC was assigned however the victim was found in the Town of Cortlandt. Reporters: Writer: helicopper

Your opinion has been noted. While you contend your post is being taken out of context, discussions about public employee pensions are a major issue right now and have been/are being discussed in an array of forums so it is entirely appropriate to discuss it here. That is one reason it was not deleted. It didn't violate forum rules so that's another reason that it wasn't deleted. Given that your post was relevant, timely, and within forum guidelines it was not deleted so your cry of censorship is patently absurd. You can absolutely discuss an issue from all perspectives and the staff does not delete content "that they don't like". Moving your post had nothing to do with the content "not being liked", it had to do with keeping threads on topic as the hijacking of threads has been a long-standing issue that most members don't like. Regarding your post being moved from the thread about closing companies in the FDNY, the pension of one FDNY administrator has nothing to do with the planned closing of 20 or so companies at night. As such, it didn't belong in that thread and was moved to its own in its entirety. Had it been deleted you'd still be accusing the staff of censorship so it really is a no-win situation for EMTBravo. You most certainly can take it up in private. Forum guidelines dictate that members with problems or issues shall use e-mail or the PM system to discuss it with staff. You've made no such effort and seem intent on criticizing the staff and the site here instead. That is inappropriate; you have an issue, use appropriate channels to report it and engage the staff so a resolution can be reached. Since you are intent on discussing it here, I'll respond to your complaint here: If you feel that your post is being taken out of context, edit it to add the context you feel is missing. Put in a line that says, "the thread on company closures got me thinking that things like this may be why they're doing it" or words to that effect. Tie the two together so your point is clear. Many people, myself included, have done that when they have a point or question that is not germane to the original discussion. Finally you need to consider what the job of a MODERATOR is. It is to moderate or find a middle ground that is acceptable to as many people as possible. This will not always result in a unanimous agreement but the staff tries very hard to be objective and not take a position on one side or another. Your accusation to the contrary is unfair and undeserved. You've aired your complaint and the staff has responded (twice now). In fairness, any further discussion on the topic must be conducted via PM or e-mail. Thank you and enjoy your weekend.

In this economy, people are especially sensitive to the pensions earned by public employees (at all levels, not just an executive in the largest FD in the world). This is why they're fighting to change the law for such things and Tier 5 was enacted by NYS. This case is an aberration. There are very VERY few public employees with such large salaries and so many years of service. It causes all sorts of concern but he is entitled to the pension/benefits of someone hired in 1967 and the laws have changed several times since then. Link to full article

It is to facilitate the transport of the crew to the donor and then the organs to the recipient. They do not do the harvesting in the vehicle, only in an approved medical facility. As it's been explained to me, the whole purpose of the vehicle is to expedite transport. -
Is that to keep us from driving on the wrong side of the road and wanting to drink warm beer?

It is almost always impossible to "save" money in the government and roll money forward from one year to the next. Most governments that I'm aware of are required by law to have a "zero" balance when they close out the fiscal year so even if you were responsible during the good times, spent responsibly, and managed to come in under budget you wouldn't get to keep the surplus. I also think the administration of the FDNY is about as responsible and judicious as they can be. Apparatus is still being replaced and they haven't proposed any radical layoffs (yet) to balance the budget. Closing firehouses - even just at night - probably isn't an easy decision but look around, it's happening everywhere. I think call volume in NYC precludes the cross-training of EMS for fire-duty or vice-versa (notwithstanding the CFR program already in place). What do you do when you pull a couple of EMS units to serve as FD units and they're needed at for EMS work? Some systems may benefit from cross-training but I don't (IMHO) see NYC as one of them.

For a legal opinion you should contact an attorney. From a lay perspective, I'd say if the City changes it's charter or local law on the subject, it would be legal but that's nothing more than opinion.

Thank your for posting the link to the other website. Just to clarify, EMTBravo is not endorsing any candidate in this election. A member posted a question about the statements made by one candidate and that's it. EMTBravo is reviewing the issue and will remove any post/thread considered "advertising" or political endorsements pending a formal policy regarding this.

What do you mean "lost in the shuffle"? 60-Control, and many other large regional dispatch centers handle multiple major incidents and high volume without any adverse outcomes. If you think that they'll somehow lose your call, I'd be very surprised to learn of that ever happening (at least in recent history - to cling to isolated incidents from 10-20-30 years ago would be unfair).

I don't think it was "writing on the wall". I think it was guys who could get out and potentially save the jobs of younger guys and that's a stand up thing to do! Newark was cutting positions anyway. Either way it would have resulted in the closure of companies. Except now the City can blame the "evil" union and "greedy" firefighters for the closures instead of themselves because it was retirements not layoffs.

The above post got me thinking and I was hoping someone could clarify this a little bit for me. Don't most fire districts have contracts with the jurisdiction they service (i.e. the town)? If they do have a contract (in my town, the Town contracts with the FD), doesn't the entity awarding the contract still have some say in things even if there is a Board of Fire Commissioners? I mean there are TERMS in the CONTRACT, aren't there? Or is there something entirely different in the law (and in NY that wouldn't surprise me at all!)?

A few follow-up questions to my original post. Are all boards of fire commissioners five seats? Is there any variance for population served? Do the districts get to set their own dates for elections?

Common practice and law are too vastly different things. One post referred to a "law" regarding such activities and we're merely asking for someone to cite the applicable statute so everyone may read it in its entirety. You're right - citizens to be heard usually doesn't start a dialogue; it is an opportunity for taxpayers to communicate directly to their employees (novel description of politicians, isn't it?).

This topic has struck a nerve with many of our members (especially those represented by unions and those who may be facing a similar crisis at their job) and some of the theoretical comments, hypotheses, and/or opinions have been interpreted as insensitive or uninformed. Please keep in mind that this is a forum for all to enjoy but we do have to be sensitive to the stark realities being discussed; whether LODD, layoffs, or just tactics. If you're post may be construed as hostile or offensive, take a few minutes away from the computer, come back and reread it (change it if necessary) and then post it.
