The design specifications may support driving 85 MPH but the actual paving is only safe to about 35 right now. After they repave again THIS year we'll talk. :angry: How can you say that about the incredible drivers that NYS produces? All that classroom training, practical experience, and comprehensive testing they go through. And don't forget the re-testing and continuing education to make sure they know the current laws.

Date: 04-01-11 Time: 2300 Location: 69 Hamilton Avenue Frequency: YPD F1 Units Operating: YPD 3rd Pct, 4th Pct, 2nd Pct, (and probably some 1st Pct), ESU, K-9, Patrol and ESU Supervisors, WCPD Aviation, Empress EMS, YFD (with Tower Ladder) Weather Conditions: Clear and Cool Description Of Incident: Two YPD officers attempting to affect an arrest were assaulted by the suspects and more than a dozen "people" inside a small apartment building. Numerous units responded to the call for help and several suspects were arrested inside the building. Aviation observed one suspect hiding on the roof ot the building and directed YPD to his location where he was also arrested. YFD responded with a tower ladder to remove the suspect from the roof because there was no fire escape access. Two officers taken to hospital for treatment of various injuries. The emergency services are a business not unlike any other. That they're supported by tax funds does not obviate the need to pay their debts and live within their means. It is sad that the FD allowed it to get this far but the bank didn't just show up on Monday after the payment was due on Friday.

There doesn't seem to be anything humble about this opinion. You're condemning an entire category of people and using analogies that don't apply to many agencies. I'm not aware of many VAC's throwing extravagant parties, in fact most don't have anywhere near the budgets theys hould. I've seen incompetent, unprofessional paid providers and I've worked with volly crews more dedicated and skilled than some of the highest paid paid crews. Your blanket statement is just plain wrong. I can understand the need to vent frustration but I think you've just insulted a great many EMS providers who are professional, receive little or no perks and still do the job.

I believe that those are Chemical Protective Clothing (CPC) support units. Basically a stockpile of PPE that can be brought to HM/Chem-Bio jobs with the ladder company. My question is if they're not staffed, who drives 'em?

Please stop, it's already hard enough to find helmets that will fit him!!! It shouldn't be two different animals. Courses should be practical and useful and not just "teaching to the test". Perhaps if interest groups stopped lobbying against improvements (read additional time) to the curriculum we'd start to see more of what we want. As for the personalities you describe, this is a system problem. There isn't enough supervision to stop the paragod from alienating the BLS crews and the timid and/or overbearing EMT's (at all levels) who could be coached and/or corrected with supervision and direction. The QA/QI program should speak to this but the reality is that has become just another means to an end that checks a box.

I haven't scheduled a vehicle inspection by DOH BEMS in a long time but it never cost anything back then. I'm not sure that money is the reason. There was a time when there were both registered and certified ambulances running around. Registered meant the state knew about them but they didn't commit to abide by all the standards that a certified agency did. I don't believe you can operate an ambulance in NYS anymore without it being certified so the process is really just a way of the state making sure that the vehicle is properly equipped, meets the standards for vehicle markings, lighting, etc. and is safe to be an ambulance. Again, there was a time when people would put rickety old pieces of junk on the road and call it an ambulance.

Date: 04-02-11 Time: 1024 Location: 5952 Brainerd Road Departments: Chattanooga PD, EMS Description: Officers responding to an armed robbery at a pawn shop were engaged in a gun battle with the suspect(s). During the exchange, Sgt. James Timothy Chapin was shot and killed and Police Officer Lorin Johnston was wounded. At least one suspect was also shot and is in unknown condition. Six (6) other officers involved in the shootout have been placed on administrative leave. Chapin is the 52nd police officer to be killed in the line of duty this year (the 25th by gunfire). Great post. I'll take it one step farther - we need a better operating system, not just training system. Rules, policies, standards vary from town to town, agency to agency, and even crew to crew. It is very hard for anyone new to assimilate to the system because their isn't one. There are no standards or consistency anywhere except perhaps in NYC because they have a much more structured system.

They are also a law enforcement resource and can respond to pursuits, searches for lost, missing, or wanted persons, and (judging only by the hoist on the new 139) perform some rescue work.

Date: 03/29/11 Time: 1730 Location: 169 Stanley Avenue Frequency: YPD Units Operating: YPD ESU T-4 ,T-2, ESU CAPT (CAR5), 847 (ESU LT), 845 (ESU personel), 900,901,200 312, 3rd pct patrol units, Detective division negotiators, Police Commissioner & Public Information officer NYPD ESU T-4 Airbag, Adam 4, Adam 3, U-4 (ESU Sgt), U-3 (ESU Captain) Empress Paramedics & Supervisor Weather Conditions: Description Of Incident: Male wanted for a domestic offense, possibly high on PCP, found on the roof threatening to commit suicide by hanging from the buildings 4th story ledge. YPD ESU deployed high angle gear and set up multiple rope rescue systems for an EDP snatch and began negotiations. NYPD ESU set up the airbag and removed several objects to facilitate its use. After 2 hours of negotiating ESU initiated a pick off and the male was tackled from the roofs ledge by several ESU officers and placed into custody. YPD & Empress transported the male to St. Joes for psychological evaluation. A colleague wrote this in a blog about the reliance on technology in emergency management and I thought it would be well received here too. As departments spend oodles of money on new EOC's, new vehicles for command & control or communications (all emblazoned with the buzz word "interoperability"), we spend precious little time and effort on management and leadership skill building. New managers get blackberries and other technology to help them do their job but do they get basic management and leadership training? Points to consider as we move into another season of new officers and chiefs.

$23,500 on a study that says officers used just over half of their allowable sick time (11.3 of 19.5 days) and should use less. Wow, tha'ts money well spent. If they get 19.5 days and use less shouldn't they be complimented? I expected the article to say that the sick-time was being abused. Anyone with kids has to take time off when they can't go to school (either because they're sick or the school closed). Must have been a slow news day.

Great post, JohnnyOV! With regard to the scenario based threads in the tactical considerations forum, ANYONE can pose a scenario and ask how it would be handled. Some have snapped photos of buildings in their area that they "what if" driving by. Others have posted photos or videos to set the stage and finally others have just described a scenario to start a discussion. THIS is what this site was created for. Feel free to post your own scenario or how would you handle that questions anytime!

I don't think it matters who's budget is bigger (FD, DPW or PD). The issue is that municipalities are not seeing the revenue to meet the costs without sizable tax increases. With people already paying 40K in property taxes, how much more can you tax them? The bottom line, and Pelham is just the first to be in the news, is that most jurisdictions are going to be singing this song come budget time.

I'm not sure to which posts you're referring because as I review the thread I see only a couple of LEO's posting and none of the criticism is directed at any FD's. There's some general criticism about EMS and a lot of criticism about emergency preparedness and disaster planning but I don't see the same thing you are. It isn't unprofessional to discuss things and we're not "butting in", we're emergency responders in the same system. Some of us have over the years been intimately involved in disaster planning so we not only have a vested interest but significant experience to share. If you'd like to respectfully post criticism of the law enforcement system in Westchester you'd probably get a lot of agreement from the LEO's on the site. I don't see anyone suggesting that 1 career FF = 30 volunteers so I don't know what prompted that comment.

Neither was I until I asked about flights from HPN to LAS. I think they'd like to see more opportunities out of HPN also but they're limited by the terminal and runway size not to mention resistance by airport opponents.
