I laughed when I heard that they were going to do ICS training online. The whole basis of ICS is communication and coordination - how do you train for that staring at your computer screen? LOL. FEMA just put out the above guidance about NIMS compliance requirements. No compliance, no money (grants, direct aid, etc.). Not a complicated equation.

Dispatch services are provided by either the TMC (for the Sprain/Taconic/684) and by the County PD (for the Saw Mill/Bronx River and Hutch). The T-Way authority dispatches EVERYTHING on 87/287 including the contracted tow trucks. I think these are all contracted by the DOT and the terms of the contract specify the markings on the truck - hence no advertising - but someone else may know more.

Now THIS sure changes things!!! Gotta say, based upon the info in this article, it seems like the PD dropped the ball in a big way. As for placing blame - the PD didn't cause the accident so the driver (underage with alcohol in his system - according to the article) IS responsible. Regardless of who did or didn't do what, it's a tragic waste of two lives.

I'm not surprised. Disappointed, but not surprised. We just had to cancel a course due to inadequate enrollment down at Valhalla. You'd think that chiefs, wanna-be chief somedays, and other officers would be a little bit more interested in training for managing extended operations and checking the box for NIMS compliance. This is not a knock on the fire service either - EMS wasn't involved either! Shame on us - we're our own worst enemies!

I'll grant you that municipalities try to get blood from a stone when it comes to EMS but don't for a second think that the FD's and PD's are getting carte blanche. Municipal budgets are getting tighter and tighter and police/fire are NOT exempt from the microscope. Just look at the Putnam County SO for example - they've been without a contract for FOUR years! The biggest problem is that for years EMS did whatever it had to just to get by. EMS has always been the "no-frills" emergency service and in most places, it is covered by a VAC which has very little contact with the municipal body. Every PD and most FDs have to deal with the municipality for funding. Fire Districts have a little bit more latitude in that they can levy their own taxes so they don't have to deal with the Town/Village/City on a routine basis. And you can't simply say "I could care less about property and money" when you've got to pay your mortgage and taxes every month. Sure life safety is paramount, but if nobody can afford to live there - as is becoming the case across the region - what do you do then? Look at the decline in volunteerism. I'm sure there are many people who would like to volunteer but simply don't have time because they're working OT or two jobs just to make ends meet.

Which times - sounds like the articles in the 1980's in the Journal News "Where you live could cost your life" and the 1990's series by NY Newsday on the Island about the same thing. The problems aren't new - there are just no solutions that people want to hear and implement. It costs money to provide a quality service (whether the responders are paid or not) and most municipalities try to do EMS on the cheap or leave it to someone else to provide. Same old story...

The following was posted in another venue but is extremely relevant to all of us in the police and fire retirement system. Check it out! A health insurance protection bill - designed to protect against municipalities changing a retirees health benefits after they retire - has passed both the Senate and Assembly and has been sent to the Governor for his signature. The bill is Senate - S6030 and Assembly - A8866. Given the propensity for munipalities to screw the employees who have already given them their 20-25-30 years of service by cutting their healthcare benefits, this is a great way to get some protection! "caca" certainly does happen! Who decided on the 100 foot search? What if the victim is 105 feet away? How did we arrive at the 100 foot search area? - see what I mean, we'll be second guessed no matter what we do or how we do it. (Kujo, I'm not bashing you, your agency, or the incident - I'm merely making a point!)

Hey Grumpy - I agree with you about not having all the facts, that's why I'm skeptical about the media accounts. But you're making an assumption too - you assume that the location of the scene was known when the article states the PD was "misdirected". You also assume that someone determined that a search of "the scene" wasn't needed. How do you search if you don't know where to start? DOC, if they knew the car was down the ravine, I'd agree with you 100%. We don't know what they knew or didn't know at the time. All they had were the two victims on a street where there was no crash - apparently 4 blocks away from the actual scene. Now here's a question for everyone... 911 call to PD, caller states "she just heard a loud crash on the parkway". PD responds, checks the area and no accident is found. Should the FD then be called to search the area?

I suspect that you're right about the survivors not being forthcoming about all the circumstances including the presence of other victims and the whereabouts of the vehicle. Even if the PD did ask - if they were told NO, what would the FD do if they were called? On the surface it seems like the PD really dropped the ball but I'm skeptical. Until all the facts are in and objectively analyzed - not by a victims family member - I'm not rushing to judgment. There was a situation like this on the Cross County Parkway a few years ago when a victim ejected was not discovered until the next morning and the accusations FLEW blaming EVERYONE who was there for not finding him. Turned out there was no wrongdoing - just a tragic accident.

Oswego, if someone called in a structure fire for that job - they SHOULD have been arrested! No doubt about it. Sad, actually. If the police had shot it out of the tree there would be protests, a Justice Department investigation, and Reverend Al. Since the FD did it, all we get is this thread on EMTBravo... (sigh) People out there all night babysitting a CAT? You should put a cat in a tree on every freakin' block and start a neighborhood watch - watch the cat but don't report a crime, figures!

Considering all the police cars and fire apparatus and ambulances that ALREADY use blue lights front and rear - I'm guessing NO. Although, if we started enforcing ALL the violations of the VTL for vehicles with 19 blue/green or other colored LED's lights instead of the ONE allowed by law, we could balance the state budget, eliminate school taxes and get refunds on our personal income taxes too! Maybe Putnam could even fund their ALS program with the surplus! Too bad this thread wasn't a month ago - I might had the pick on the 100,000th post lottery after all! Oh well... Here we go again!
