On the same note I'm interested in the consequences of cutting through cylinders that have not deployed. I bet it's happened a lot (unintentionally). Thanks to the posters here passing on some good practical field knowledge and procedures to follow for the safety of our crews.

I am asking. What's the best approach? My understanding is we should cut the battery, observe the 5-10-20 rule, think before we cut, and expose the posts on the inside be fore cutting.

It's funny how he continues to attempt to negotiate the RSOT agreement in the press. I thought there was a stipulation in the agreement against doing this. At the expiration of the RSOT agreement it is like any other contract the provisions continue until another agreement is made.

As for the decision being you and only you I think the chief and leadership actually bear some responsibility. The commissioners and fire chief have a sworn oath to provide fire protection. If they know they will lack staffing I believe it would be their responsibility to address the issue. The mere fact that the department is volunteer does not take away the fact that you have a responsibility to respond to calls.

The ultimate responsibility to cover you district lies on the fire chief. Most municipal leaders rely on the fire chief whether paid or volunteer to keep them aprised of the departments response capabilities. The issue with the Hudson Valley Paraade is compounded by the fact that it involves departments from all over the region and many times multiple adjoining departments taking a large percentage of their active membership out of town not for 4 hours but for up to 4 days. It is not a matter of if but when service at home suffers. I would also venture to guess that the trip costs taxpayers money. The volunteers only need to look at the scrutiny that civil service employees are under in these difficult economic times to see that events like this leave the door open to public questioning.

What he means is a Village Government in NYS can run a fire department. Towns can not directly run a fire department in NYS.

I knew it came up a lot but never understood why it never passed. I always thought that if it passed some volunteer departments could use it to hire staff to provide better service.

The only way I found it was through a proposed bill. http://www.assembly.state.ny.us/leg/?bn=A.%204310&sh=t In § 209-b. 4. Fees and charges prohibited. Emergency and general ambulance service authorized pursuant to this section shall be furnished without cost to the person served. The acceptance by any fireman of any personal remuneration or gratuity, directly or indirectly, from a person served shall be a ground for his expulsion or suspension as a member of the fire department or fire company.

There are restrictions for billing by fire departments in NYS. GML 209 prohibits it. There have been attempts in the past to change it. I was under the impression that career departments could bill for EMS. There has got to be someone who has full understanding of the rules on here

If you reread my post I did not speak to the provision of the FD performing EMS. I just felt the need to respond to the comments you made about the department. They are a busy department and staffing is inadequete. These are not union talking points they are facts. I do not work there but have friends that do. Many others have discussed what they see as potential flaws in the proposal and the excellent service the city recieves from Mobile Life.

The run numbers are up there already without EMS and staffing is 10 total for 2 engines 1 truck and the Assistant Chief (tour commander). This for a depressed city that sees a large amount of fire duty for it's size.

I want to add that if you have a doubt you should take your SCBA. ATV is right that things can go south and if the roof is an IDLH and your going to continue to operate up there you need an SCBA. The point of my post is that your not necessarily safer on the roof with an SCBA. Not to long ago antiquefirelt made a great case why his department generally dosen't vent peaked roofs with SCBA. I would almost always take my SCBA to the roof with me but would cut without it on. Many times my assignment might require me to perform searches following initial roof duties. Our number one lesson we teach our members is when you get to the roof confirm your way off. Obviously 2 ways off is prefered and most important monitoring conditions contiously so if members can safely evacuate if necessary.

I think it's risk management. The members here may very well have felt the situation they were in was safer without SCBA. The risks being off balance, and limited field of vision with a facepice that could lead to falling off the roof (especially one like this without the parapet) outweighed the risk of needing a scba. The age of the bulding leads me to believe the support system is rafters and not lightweight componets. As for going south the roof should have an officer if possible. The officer should not become involved in the work. That way an officer with their experince not only directs the tactical operation but more importantly monitors conditions and pulls the plug when necessary.

I agree that it should be done. Otherwise if your willing to pay they can get Buck's County for instance to come in to NY teach a class and do National Certs and then they meet the prerequisites. Kinda silly that if we can't get the training done for our guys and PA is comming in and doing it.

Career firefighters are aproximatly 20% of the nations firefighters and protect 80% of the population. The average career firefighter gets far more exposure than the average volunteer. Thus the experience part is there quicker. While your entitled to your personal opinion in my experince the chain of command in many combo departments remains heavily volunteer for reasons other than the mission of the department. It ammazes me when a career captain with more firefighting experience than a volunteer lieutenant has been on the earth is outranked by that lieutenant. What's best for the citizens being protected and firefighter safety are more important that the alleged effect on "volunteer morale".

Just note 46 is a SOC truck so they have some additional training in Haz-Mat and Rescue Operations. Addtionally they are equipped with additional equipment. For the most part this equipment is kept in a utility body truck. Most SOC trucks do place some of that equipment on the primary rig so they have it in the event they need it. Not sure how 46 is set up but I have seen companies carry the rope rescue equipment and all carry their metering equipment (MSA 5 Star, Cirus, Passport) on the tower or aerial.

"18- Current dated inspection tags must be on extinguisher. Two (2) demerits each." I guess these depts don't actually use extingushers to fight fires with It isn't so hard to keep them tagged I guess this would be the case if you never used them. If they are used or at least routinely removed from the apparatus as part of the tool assignment for the interior investigaton team then the tags will not keep. Is it true that if you put loops/ears in your crosslays you loose points? If so this loosing points for apparatus set up for efficient operations.

I'm wondering if the fire started on the exterior? Where the suspected wood stove passed through the exterior wall maybe. What kind of windows? Kinda looks like old single pane windows that fail much quicker but probably make the push easier because they self vent. What's everyone's thought's with the first line holding the first floor and keeping the basement door shut and the second line comming in from the exterior grade level. The type of stairs to most basements make decending them to a well involved basement a real dangerous task. I'm not Monday morning QBing because this looks like a sucessfull injury free stop.

I can see it's pressure treated. Better hit it with Thompson's yearly to make it last. I would say to anyone that has any inside space to do what BHFD did get it inside.
