After contaminating the water in throggs neck after a tanker roll over and fire the FDNY invested in backflow technology for foam apps. The foam solution was forced into the water system through the pumper and caused issues for a time in many homes and business'. This happened in the early 90''s at Bruckner and Tremont Aves when a gasoline tanker struck a vehicle and killed i think 4 in car and the driver of tanker, plus a row of taxpayers was burned, almost got to quarters of E-89 and L-50 as gasoline flowed freely down streets on fire.

Saw it from Hudson River in Riverdale by west 254 st looked spectacular, flew north turned around and headed south over us again.

As per Union contracts rigs are 10 full years before mandatory replacement, they then go into the spare or reserve pool for a few years depending on orders and so on. spares and reserves usually last another 5 to 7 years. The 93 94 seagraves are being sold now as surplus i think and we still have some 98,99,00,01 and 02 seagrave pumpers as spares or reserves.The rearmount situation is worse due to gap in purchasing and delivery, some 94,95 rearmounts are still being used as spares. Hopefully this will change as Ferrera ladders get put into service replacing 99,00,01 rigs. Tower Ladder still have some old Rhino seagraves as spares these have the one front jack 94,95. With recent delivery most 97,98,99,00 are in spare pool.

Hopefully closures off the table is true however, the firehouses have not been funded by the city for the last 2 or 3 years, the City Council has used it's funding to keep these units open. If the Council loses funding and with elections comming you may see funding disappear. Keeping something open in the district they serve may outway the firehouses. Remember Bloomie is done this time so he can stand back and let the people who will be up for re-election hash this out.

FDNY has a 10 year replacement on bunker gear, each member is issued 2 sets of gear. The gear is cleaned at 6 month intervals so both sets are used. The gear is coded so the vendor does know which set was previously cleaned, so when next cleaning cycle comes up different set is cleaned. If gear is damaged or needs repair in between cleaning the quartermaster will issue gear or make repairs if possible. Also when gear is out for cleaning any defects or tears to stripes or gear get fixed.

This group as of now has no firehouse to conduct any classroom training, no place to store supplies and or equipment. They disbanded and lost the charter that they had to operate. So how can they just start showing up and getting in the way at any operation. This is not a turf war or about paid vs. volunteer, this is an accident waiting to happen that could injure or kill civilians or FDNY personell. It is time for this organization to realize it is over and stop answering calls however they receive them. I dont here community support in the little area that this original aviation fire dept. served, so now they branch out and go to whatever they see fit. All the other volunteer companies still active in nyc stay in the response area they were formed to cover, Oceanic and Richmond do not leave the sections in Staten Island, never heard of Edgewater going to any other area but Edgewater. Do they have insurance on the apparatus or any vehicle that is part of this group in case of an accident. Time to go away Aviation or if you are serious follow the proper channells to become an organization if possible.

My question arose from reading the assignments in the incident forums, I didnt know E171 was additional unit but still would think the Ladder from HFD is closer than Eastchester. I didnt know they would need a request to respond as I figured there is some sort of card used by dispatchers to send units to a location. Again i am curious as to why Eastchester would go to the fire leaving there town without an aerial/tower for any amount of time, while there are other working Ladders closer. Is there a procedure to amend responses for such issues in place.

Just wondering I read the assigned units to this fire, is Hartsdale using the ladder loaned to them from FDMV or not. It states E-170 and E-171 were assigned to the fire but no mention of a ladder. As for Eastchester are they fixing L-15 and L-16 so they have 3 aerials again or just playing roulette, it seems unfair to the taxpayers their to send the only working ladder out of town so to speak, what if a fire happened in Eastchester while TL-17 was away.

FDNY replaces hose at 10 years, each year Companies send list with hose expiring that year and are sent replacement hose. Old hose is taken by tool room member upon delivery of new hose. Also our hose is tested annually by each company, if a defect or problem happens that length is taken OOS and gets replaced. Nozzles are also tested annually.

As far as staffing are you including the Officer in the 3 man per engine and truck. Or does Albany just have 3 per rig which in effect leaves 2 persons to initiate operations as driver usually stays with apparatus to supply water or operate aerial.

Budget is done no closings, however with no hiring and manpower down overtime is going to cost millions. It will be interesting to see what happens mid fiscal year aka January regarding closings then, remember this is when night closures was tried. The TL order comes from a different budget i think capital money is used and this order may be an add on to the recently delivered Tl's. The Aerial fleet is in need of some replacements and the new Ferrera's are not yet in service and Tillers are getting near the 10 year replacement also.

The borough of Staten Island could use 3 more engines and 2 ladders plus a dedicated squad, however the powers that be seem to think it is ok to close 2 engines. Listen to the staten island frequency and hear brooklyn units coming into borough on any 10-75 or higher to cover the companies working.The department could do a little changing of units to cover these areas by moving companies around to fill those needs in lieu of closings. Parts of queens could probably use more units to cover large areas.

Also the system will be citywide in near future, each Battalion and Division will have it. As for Mayday issue if the mayday is heard the member monitoring can input the mayday that was transmitted,the screen does not loose radio traffic it keeps it in a log, this is different than using emergency button which as stated causes immediate highlight.

The system is linked with the EBF4 which is the FDNY riding list. Electronic BF4 at the start of each tour the officer enters the members riding and it is downloaded. Officers update the BF4 when changes do occur mid-tour due to various reasons. The radios as stated are assigned to specific riding positions/assignments. Example E099-01 is the Officer of E-99. If a spare radio is in service it is entered into system and a change is made such as SP035 may be assigned to E099-01 while that radio is OOS for repair. The EFAS feature in the car allows a member to monitor radio traffic and if the emergency button on a radio is activated it becomes highlighted and will not disappear if another radio transmits. If the activation was an error it can be cleared.This EFAS is only tied into the radios and doesnt locate or show where a member is. But since FDNY has specific assignments you can get an idea as to location member should be at.

Did not mean to say MVFD came after the 3rd alarm, they were on scene a few minutes after initial FDNY units. From what i heard FDNY was on scene first and operated, went to a 3rd alarm for FDNY. Mount Vernon came after and also operated. After most of fire was out I think FDNY turned over things to MVFD.

Considering there is a few feet of snow around most NYC sidewalks and many hydrants are buried in snow I find it hard to believe the monday morning quarterbacking going on here. There are times when stopping before building to get hydrant is a good move, this street was wide enough to allow 2 aerial ladders to get the front of the fire building and place there ladders, unless you know the area the next hydrant may have been around a corner either left or right which places hose in street and that could lead to problems and delays in stretching due to engine being around corner. With the 5th man in squad this stretch was a simple text book operation probably 5 lengths of 1 3/4 and fire is done. The videos are about a minute or so long not sure if they run continous or if there is a little time lapse but in the 2 videos you see engine on hydrant line stretched, ladders in place, members going about the routine of FDNY ops and then water out fire apt windows all in a few minutes, simply put another job well done by the brothers.

Tour is night tour 6:00PM to 9:00AM 15 hours or 9:00AM to 6:00PM Day tour 9 hours, if a member taps out then a member is pulled from nearest 5ff engine, if there are no more 5ff engines then nearest ladder will lose 5th ff, usually OV which is the outside vent man, responsible for ventilation from exterior usually opposite fire entrance like a fire escape window or off ladder. OV conducts searches and other duties. Also depending on what type of ladder apparatus he is working in the OV position does change. Tower Ladder OV usually in bucket, Tillerman is usually OV in Tiller Apparatus.

Before you say anything of how FDNY operates maybe you should check area where fire occurred, there was no place for any apparatus to get close enough to draft safely, that area is undergoing major renovations and support for heavy rigs may be suspect. The only FDNY pumpers equipped to draft are the new seagrave 2000 gpm pumpers. You have a draft connection on the officers side mid line, a 6" connection so to position rig you would need to be close to edge and parallel to water not facing in if using front suction for draft. Also not sure of depth around that area, it was easier to use the satelite unit and get water that way.
