  1. One argument that is often brought up here is compensation claims for work-related diseases. That was argued when Ct. passed a law forbidding communities from preventing employees to volunteers. They basicly said...let the career dept subsidize the volunteer dept. The writer acknoledged that issue and suggests the following: "Compensation claims for work-related diseases will create jurisdictional issues. This is easily resolved by pro-rating such claims based on a cumulative ratio of duty hours between the full-time and volunteer employers. This solution is not only a resolution of the argument, it’s a fair arrangement that makes the hometown department responsible for its share of the claim." I would suggest that the same rule would need to apply for disability pension costs.
  2. This will hurt all services, not just the small ones. Our financal experts have told us this will mean no bonding for stations or new apparatus (potetialy for years) layoffs of personnel. The predicted increase for pensions next year is 6% so that means laying off of all municipal employees (fire, police, DPW, etc.). Fire Districts will be in the worst shap because they have no other means to make up the shortfall. If something radical changes in your district (big new development, need to hire EMS or other personnel, need to replace uninsured lost or damaged equipment/vehicle) to bad. Live without it.
  3. I agree on the common sense, but the lawyers will get you if you hit something. I also remember a chief telling us: "If I got to be up........everybody got to be up". Step on that siren switch.
  4. Nothing against the hard work of the moderators (particularly in this case FDNY 10-75) But this section is hurting the quality of EMTBravo. I enjoy seeing what depts are getting. but this is just filler. This morning 80% of the recent board is about rigs being delivered or that might be put out to bid. With half the info either unknown or TBD. Meanwhile it replaced, a LODD thread, Chains, Grants and other great threads. If posters have real info on a new rig great, lets see. But this is just filler and is taking away from what makes EMTbravo great. Rant over.

(a) The driver of an authorized emergency vehicle, when involved in an emergency operation, may exercise the privileges set forth in this section, but subject to the conditions herein stated. ( The driver of an authorized emergency vehicle may: 1. Stop, stand or park irrespective of the provisions of this title; 2. Proceed past a steady red signal, a flashing red signal or a stop sign, but only after slowing down as may be necessary for safe operation; 3. Exceed the maximum speed limits so long as he does not endanger life or property; 4. Disregard regulations governing directions of movement or turning in specified directions. © Except for an authorized emergency vehicle operated as a police vehicle or bicycle, the exemptions herein granted to an authorized emergency vehicle shall apply only when audible signals are sounded from any said vehicle while in motion by bell, horn, siren, electronic device or exhaust whistle as may be reasonably necessary, and when the vehicle is equipped with at least one lighted lamp so that from any direction,under normal atmospheric conditions from a distance of five hundred feet from such vehicle, at least one red light will be displayed and visible. I have read a couple of court cases where they stated the "reasonably necessary" was at any time was following any of the "exceptions (i.e speeding, passing in no passing area, crossing double yellow lines, going thru controlled intersections). 2) if you can hear the radio, you need headsets. or your siren may be improperly located or sielded.
  6. You can believe what ever you care to. Our insurance underwriter believes you are wrong and tells us so. You are correct that a number should not be the focus, So we dont let new members drive because they need experience as firefighters and/or EMTs before they drive, not because of their age. The worst EMS drivers are often the ones with the least time in the back. Could it be that an actuarial number is the reason for this? Inexperienced drivers have the most accidents, without the added responsability of emergency response. Being good and being experienced arevery different. I do not want a 18 y/o driving for the same reason I dont want a 35 y/o who got his drivers license at 33.........2 years of driving is not enough experience. You state that they might run over someone with a tank...They are actually trained to do so. Unlike the emergency vehicle.

  9. You can request it but there are minimal cost thresholds based on both county and state population that must be met. It is very difficult to get a declaration unless a large % of the State gets hit or the costs are very high. NJ may have a better shot, because most of the state got hit. NYS this was a downstate event.
  10. Thumbs Up: He stood up for the safety of the members, the patient and the officers. Thumbs Down: Poor leadership in the moving apparatus dismount. would the extra 3 seconds hurt patient care, vs. the risk of providing EMS to the captain instead of the patient. The cop was lucky that the patient didnt sue him for delaying care and endangering him/her. Even if it did not, I think a jury would have been happy to hand over a large check.
  11. Thats what ICS Vests are for. If their are 3 EX-Chiefs on scene working with command and all 3 say Ex on there coats, no one knows who is doing what. And EX-Chief is needed on turnout gear for these meetings? The young Lt or new Capt need to LEAD the company. If they can see EX-Chief on the back of a turnout coat, they are still following and not leading.
  12. I'm sorry, you are correct, I have seen a few, my point was its clearly is not most (as posted above). And I posted that because I have seen very few, particularly in NYS that require much beyond a pulse.
  13. If it says "EX Wife" on the check, do you have to pay them for life? The 1st question is do they need any credentials to become chief in the 1st place? NYS has almost no requirements. "In MOST CASES".......Not in NYS. You need to get voted in period.
  14. It appears that most of the PD - FD highway incidents involve Troopers, and they are trained far away from the situation you list above. I have witnessed a couple of incidents over the past 25 years and we have been able to resolve them (in one case by leaving the trooper to fight the car fire) or after the incident by advising the NYS Thruway Authority to never call us again as we will not respond on their road if the Troopers (that they contract & pay for) are going to put our personnel in grave danger. When we have done this the response has always been we please continue, we will take care of it. And that tends to last for the next 5-10 years. The # of incidents that we respond to on the highways is very small and of those, many do not require total closing of the road and most of the we clear in under to minutes. The # of AI's will dramatically increase if we dont properly safe guard our personnel. This week I was at the FDSOA conference (Fire Dept. Safety Officers Association) and this topic was discused at length. What was interesting is that NIOSH investigators showed us federal documents that responders, including L.E. have died failing to block traffic. Then a a lawyer who is nationally well know for municipal liability cases shoed us how he would go after the FD Officer, the FD & the municipality who failed to follow these safety concepts and the LEO and his/her agency. He also said to please contact him if this happens as its a slam dunk (and he needs a new pool). The reason its funded (along with the HV transportaion center) is failing to keep traffic moving increases air polution and the state will lose billions in federal aid if they fail to deal with it. This is very true. Now lets look at this on a local issue. The I-95 toll at New Rochelle collects $45,000 per hour (average as of a few years ago). We have suggested a number of fire safety upgrades including water supplies to the tool plaza. The costs would have been covered with just a few hours of tools, but since we asked the tolls have been closed for 2-3x that time because of truck fires that we did not have enough water to deal with. It would have been paid for in a few years, but would last for 50+ years. What would the cost to the NYS-TA be if a fire damages the road (particularly a bridge)?
  15. At Home Depot I'd be happy to just find someone when I need help finding something. And after watching a "trained" fork lift operator trash multiple loads of lumber, It scares me to think how much damage the could do with an AED.
  16. If you build the bunk rooms then some day you might hire personnel. If you don't build them, then you can argee we can't hire because of the building.
  17. I agree, an engine is an engine and a truck is a truck. Now lets compare. you say mixing them reduces the capacities of both...ok I take 3ff & 1 officer put them on a quint. They arrive at a structure fire they can either attack the fire like an engine or perform as a truck, but not both due to 1/2 the needed manpower to do both. How is this any different from your idea of cross staffing 2 or more units with one crew. I take 3ff & 1 officer put them on an engine in the fire house. They are dispatched as a truck company, grab their stuff off the engine, switch rigs and take the truck. They clearly can not do the work of an engine now because they have 1/2 the staffing and didnt bring the engine with them. Quints are marginal, but cross staffing is worst. The start up costs are a killer, but running a $900,000-$1.2m quint on every call reduces the life of the rig by 25% or more. Very expensive to maintain the system, which is why you see very few cities doing it. Also they limit your ability to carry enough hose, water and ground ladders. which are more important in the non-hydranted areas.

  21. Correct either 21 or 23. the Master Mechanic will determine that just prior to delivery. The current unit will become a spare. Most likely Engine 17. I do not know how it compares to the new YFD unit, I did not read that spec.

  23. Not exactly. After checking each depts websites I found between what was posted and what was here alread I'm up to 58%. but that also does not help everyone else. A number of depts either have no website, have minimal info (like we are your FD call us)or they have not been updated in 2-4 years. I'm still looking for the following (please include the break down of Fire vs. EMS calls or list no EMS) Thanks.   24. You are correct. If you do not go home at the end of the shift, the other 9 general orders are meaningless.
