  1. While lack of hydrants does make fire operations more complicated, Preplanning or the failure to preplan is more the norm in communities without hydrants. 1) Having tankers is not preplanning. Having sufficient water sources at regular intervals, that are mapped out and clearly laid out is. NFPA & ISO has standards on this, but few depts. follow them. How many water sources (lakes, rivers, streams) could be used if they were just a little closer to the road? Communities with hydrants pay for them and get discounts on insurance for having them. Why not plan out dry hydrants at every water source? What about cisterns? 2) Having enough tankers, Regions that have better ratings then Westchester run with 1 tanker for each engine. Westchester has too many engines and not enough tankers. 3) The correct type of tanker, makes a big difference, but of more importance is standardization. Every tanker in a shuttle needs to fill, dump and maneuver in the same time frame. Generally Pumper/Tankers perform worst than Tanker/Pumpers in shuttles (they are much better as an attack unit in their own district, if they fit up the driveways). 4) Proper design of the supply system (fill, dump etc.) is critical to success. Their is a huge reluctance to improve on this.
  2. Short course, Mine was over 1,500 hours. and that was 30 years ago. Plus unlike now they required at least 1 year ALS experience to get in.
  3. LOL.....Motorola is a global company. They measure high demand in millions, not thousands. Also, how much money can they make selling something that is already out there in "high use". Much more money if everyone has to drop the existing system and start over.

  5. Politics, that's why. In the past its generally been between the insurance industry and the healthcare industries. What's different now, the government is in the middle of this.

  7. While its not compulsory its usually how its handled. Career is handled in the same manner (employer pays) but different set of laws cover it. 209u & pension system laws.
  8. The host only pays if its mutual aid, because they called them in. From an insurance cost, its a wash: NYS: I pay for my rigs & your rigs in my town and you pay for my rigs & your rigs in your town Other States: I pay for mine only (all the time) and you pay for yours (all the time). Same total risk.
  9. The mutual aid agreement lists it so that everyone is aware. It is actually state law. The law goes back to the 30's which at the time, mutual aid was generally only called for major disasters. At that point it was felt that the requester should be responsible if the building collapses on a bunch of rigs. I suspect they never considered vehicle accidents in route to the incident. And some wonder why they get skipped and other departments that are further away get called.

  12. The NIST studies scientifically prove this. Also better to get a fully staffed crew with a longer distance, than no one showing up, but the rigs are parked in the empty fire house just down the road.

  14. Chief, thanks for the info. Technically NYS civil service law only allows list to be for 1 year with the local civil service commission allowed to extend it in 1 year (or less) increments up to a max of a 4 year list. They can extended at any time (before the test or during the lists life).

  16. They do not attend, they do not vote, they do not volunteer, they don't want their taxes spent on it and they believe that they will never need to call 9-1-1. And as they dial 9-1-1 they pray to god that the PD, FD, EMS are well trained, properly staffed and equipped and they respond instantly. How often have we heard it took 40 minutes for them to respond (while the tape shows 4 minutes)? And with the me attitude that is growing, it will only get worst.

  20. Usually no, but my 1st call as a medic had a 16y/o pinned in a car. Had a pulse when I 1st got to him, after lots of effort to get the tool set up and start extricating, he went into respiratory arrest, then cardiac arrest. then he was slid out the window on a board. Would it have changed the outcome......not likely, but the extra 30+ seconds, denied him the needed care (do to position). Note: the size up was completed before the tool was on scene and the position of the vehicle eliminated stabilization (the frame was solidly on the ground).

  23. Are you kidding? If its someone not from the dispatch to this incident, it does not matter who it is, they are not in charge. If their role is NTSB, than that's their role. NTSB is not in charge of an incident, they are in charge of the investigation.

You bring up a number of great issues. 1) NYS Law specifically prohibits counties from running/providing fire protection. 2) Currently, all fire departments in Westchester are tax funded either through fire district tax or municipal tax. Their are mechanisms in NYS law to continue this under a consolidation. The bigger problem is how much does each property pay now and will they pay the same amount under a consolidation. 3) Very few. Most politicians are afraid to even bring up the issue as their have been many examples over the years of volunteer membership affecting the outcome of local elections. 4) Very difficult, but can be done with proper planning and openness. Generally when one looks at voter turnout (particularly for fire district elections) the public is not represented anyway. The service delivery can only improve. How many departments are now responding to a dryer fire? It use to be 1. 5) A single is not viable in such a large area.
