The equipment maybe ok, but the standard mandates annual training. A number of people have said that above the 3 stories, so I called the head of enforcement for PESH and he said thats an interesting statement that appears to be the opinion of a few individuales but not the position of NYS or the regulation that they are enforcing.

Note: 2003 data from DPFD's web site (last update): DPFD covers 4.5 sq miles out of 1 station (a 2nd building houses additional equipment) with 120 volunteers (plus daytime paid EMS) they respond to 600 calls/year 70% EMS (420 EMS calls & 180 "fire" calls). If they still have 120 volunteers asking for 6 to be onduty each night is not asking a lot, if everyone did a shift that would be 1 shift every 20 days or 18 shifts per year. If the shifts are 12 hours long, each member would average 5 fire calls per year. THis does not sound like a big committment.

It will not help you on MVFD, NRFD, WPFD or YFD's list (a total of 75% of the career jobs in Westchester). It may help you on the towns and village list. If you have your certificate they do not have to send you and it saves them $3,000 plus 11 weeks of salary/benefits. But they get the final say. I know many give residence or their own vollies 1st crack, so it may or may not help. Good luck.

I think thats an overstatement. I know a number of instructors from around the state that have travelled to Montour falls to as a group develop the books 7 classes and most of them do not teach at montour, at least 6 that I can think of teach (or tought) at Westchester. Also, I have seen students from Montour not know standpipe ops. and hydrant ops...but they were very good at drafting.

And the PD Spotter says: we are heading 5 degrees...the pilot says nope 360 degrees (isnt that 355 degrees apart) I dont buy it. Chris 192 standing in front of the bambi bucket going: "honest guys we caught a fish and he was this (show hand pread here) big. I think I have a problem with Chris using county avaition for recreational purposes.....Fishing is not a proper use of my tax dollars (except maybe the vice squad fishing for ............)

To improve visability at a brush fire, WCPD Aviation can fill the bambi bucket with gasoline, that way the flames will be more visable to those on the ground, also they have the largest PPV fan in the county.

Since the ranks are civil service levels, a Sgt in YPD is = to a Sgt in WCPD, Lt = Lt, etc. The testing is the same (even held on the same day and often at the same location). So those ranks would do just fine. In most cases, consolidation would allow more opertunities for advancement, particularly for the smaller dept. If the smaller dept has 4 sgts. 2 lts. 1 capt. and you take the promotional test and score #1 your chance of promotion is based on 1 person retiring, if no one does in the next 2 years, you start all over again. If you score #1 and there are 25 sgts, 12 Lt's, 6 capts. 1 person retires and you are in, and the chance of 1 out of 38 retiring vs 1 out of 7 is a big difference.

Because people in Westchester no longer want to be the number one..........taxed county in the country. 1000's of county's have county, regional or state police and are very happy with it and pay less for better service.

WHAT?! That's insane, look how busy and how big the County of Westchester is. That's one County that should have it's own police force, no exceptions! I remember an advertising class that asked if you switched just 1 key concept how would it play (i.e. ford comercials video with GM audio) they are interchangable.

I don't know if it will effect the towns & villages, but if the court finds in favor of the firefighters it will most likely change the rules for hiring in Mt. Vernon, New Rochelle, White Plains & Yonkers. Since these 4 depts are covered under federal court decrees. The reason no ones commenting is it does not make a difference what anyone here has to say. All that will matter is what the court ends up saying. Either way there will be a lot of discusion then.

Not very likely to happen. Since NYS cant manage to come up with one standard and I see a number of departments that "interior" members do not meet the minimum OSHA standards to respond to any calls. In general the career depts have different needs for accountability than the VFD's so if they come up with a system its not likely that it will satisfy's both.

Chris its a good thing you are armed Chris, in many career depts. when you complete the academy you get an orange front piece, "probie" and you still have 1,000 of hours of learning ahead of you. In fact you can be "let go" without reason at anytime until you complete your probation period (ususally 1 year). After 1 year you often are considered a ff (but you still may have to prove yourself, if you have not yet). No, but I've seen many depts that will consider it. Just because you have completed the training does not mean you have learned enough to do the job. I'd be willing to bet that most VFD's consider any "active" member to be a firefighter. I've been to many FD events in many different VFD's and found many "firefighters" that were clearly no longer able to participate as interior, exterior and firepolice due to age, medical condition, residence (found a few who lived in FL or in nursing homes) that the dept considered as firefighters (yes the were once, and no-one wants to take the title away). Go to many dept. websites and see what they list as the # of firefighters. And while this has been discused many times here the value of "exterior only" members, what happens when they are the only ones that show up. does the public know how many of your members are unwilling or unable to go into a fire area? In addition to deceiving oneself & the public, having unqualified members hurts your ISO rating and can cost your communities property owners $$$. If you have 100 "firefighters" but only 50 actually train, respond, & participate and the 50 members average 8-9 hours per month of training (100 hours per year) or a total of 5,000 training hours, ISO divides the 5,000 by 100 members and considers that your "firefighters" have 50 hours of annual training or half what you claimed because the other 1/2 is credited to the "firefighters" who are not real.

The litigation that could arise is if someone is hurt or property is damaged as a result of action(s) or inaction(s) of a member(s) of a department, particularly if they do not have required training (particularly OSHA Hazmat training). i.e. my property was damaged because you put water on a spilled material in the street, that should not have had water put on it, and I find out that the dept does not meet minimum training as required under 1910.120

I know you & the chiefs in your dept know this, but with 2,500 hits on this thread a lot of others do not.
