Assuming both occupants were trapped, what would be the best way to extricate these guys? Would a tow truck be able to pull the cars out? would you keep the occupants in the cars until the tow truck pulled them out? Just curious...

I do not know how well it works but Westchester County PD has a message system that is in play right now. The County Department of Public Safety accepts non-emergency text messages, e-mails, photographs and short video clips from people with information or visual images of crimes or suspicious activity.
